CITY OF RAINBOW CITY-COUNCIL MEETING-JANUARY 10, 2005
The City Council of the City of Rainbow City, Alabama, met in a regular session at City Hall at 6:30 P.M., and upon roll call the following members were present:

Bryan Stone
Kris Cornutt
The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Terry John Calhoun.
2. Invocation was given by Bobby McCartney.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun presented the minutes of December 27, 2004, and asked if there were any corrections. There were none. Kris Cornutt moved and Bryan Stone seconded the motion to approve the minutes as presented.
5. Mayor Calhoun presented two bids for the Time & Attendance System. Gorrie-Regan had a bid of $18,375.00 and Automatic Data Processing had a bid of $36,790.00. Mayor Calhoun said it would be financed over a twelve (12) month period and it is a lease purchase agreement. Discussion followed. Bryan Stone moved and Bobby McCartney seconded the motion to accept the low bid of $18,375.00. Mayor Calhoun declared the motion carried.
6. Mayor Calhoun asked the clerk, Barbara Wester to open the bid for housing of the Animal Control Department. Only one bid was received. It was from Central Valley Animal Hospital for $14,175.00. Discussion followed. Bobby McCartney moved and Bryan Stone seconded the motion to accept the bid. Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.
7. Mayor Calhoun presented a recommendation from Councilman, Lloyd Matthews to appoint Jessie Allen as permanent Street & Sanitation Supervisor. Lloyd Matthews moved and Kris Cornutt seconded the motion to appoint Jessie. Mayor Calhoun declared the motion carried.
8. Mayor Calhoun presented a recommendation from Councilman Jeff Overstreet to post the position of Fire Chief for ten days, closing January 20, 2004 at 4:00 P. M. Jeff Overstreet moved and Bryan Stone seconded the motion to post the position. Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.
9. Mayor Calhoun presented a recommendation from the Planning Commission to accept a portion of Hayden Avenue and Autumnwood Drive as city streets. (Planning Commission minutes December 28, 2004.) Bryan Stone moved and Jeff Overstreet seconded the motion to
accept the recommendation of the Planning Commission for the city acceptance of the streets. Mayor Calhoun declared the motion carried.
10. Mayor Calhoun asked that the minutes show that the latest roster of paid and volunteer fireman for the city be attached to the minutes.
11. Mayor Calhoun presented the monthly and yearly departmental reports for the following departments: Police & Animal Control, Building, Fire, Court, Community Center, and Library.
12. Mayor Calhoun presented the following employee travel\tuition:
Chief of Detectives Dale Walton and Lt. Tommy Watts to attend a two (2) day training on Police Management and Police Supervision to be held in Ohatchee, Alabama on February 9 & 10, 2005 at a cost of $100.00 each. There will be no lodging.
Acting Chief Jeff Harwood to attend the Alabama Association of Chiefs of Police Conference in Montgomery, Alabama on February 23-25, 2005 at a cost of $l75.00 for registration. No cost for lodging.
Lt. Rick Hill to attend the 2005 Mid-Winter Conference in Mobile, Alabama, January 21-23, 2005 at a cost of $40.00 registration and lodging for two (2) nights.
Jeff Overstreet moved and Lloyd Matthews seconded the motion to grant the travel\tuition. Mayor Calhoun declared the motion carried.
13. Mayor Calhoun presented a letter from Dan Kirk concerning the detour on Babe Jackson. (Bridge is out). He also presented an ad request from the Alabama Peace Officer’s Association. No action was taken.
14. Lloyd Matthews, Bryan Stone and Mayor Calhoun went to Montgomery this morning to ask for money for the bridge on Babe Jackson. They met with the Highway Director, but no funds are available. They also went to Senator Means office and met with Robin Stone of the Governor’s office. He is trying to help with some funding for the bridge. Mayor Calhoun said bids were taken for the bridge, but he has the Street Department working to repair the bridge at this time, because the bids were so high.
15. Kris Cornutt reported that the week of the 17th of January, garbage pick-up will be delayed by one day because of the holiday on Monday. He also congratulated Tina Brooks, Librarian
and her staff for the good job they are doing.
16. Bryan Stone announced that a quarterly budget workshop will be held Wednesday, January 19, 2005 at 8:00 A. M.
17. Jeff Overstreet reported that there was an increase in the incidents with the police and fire department for 2004. He also said that the Chiefs and their staff were doing a good job.
18. Bobby McCartney announced that there will be a meeting, Thursday, January 27, 2005 at 6:30 P. M. in the Council Chambers to have an open discussion concerning Parks and Recreation.
19. Terry Murray spoke to the Council concerning the posting of the Fire Chief Position and travel for the Acting Police Chief. Discussion followed.

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
