COUNTY OF ETOWAH

 

CITY OF RAINBOW CITY-COUNCIL MEETING-JANUARY 24, 2005

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Terry John Calhoun.

 

2.  Invocation was given by Lloyd Matthews.

 

3.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.  The minutes of December 27, 2004 were presented by Mayor Calhoun.  Jeff Overstreet moved and Bryan Stone seconded the motion to approve the minutes as presented.   Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun recommended the appointment of Willard Hart as supernumerary member of the Board of Adjustment.   Lloyd Matthews moved and Kris Cornutt seconded the motion to appoint Mr. Hart as supernumerary member to the board.   Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun recommended the appointment of  Jerry Tolbert to replace Keith Gibson as a member of the Planning Commission.   Bryan Stone moved and Lloyd Matthews seconded the motion to appoint Mr. Tolbert to the Planning Commission.   Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented Resolution No. 05-01, a resolution to raise the court costs and fees to the same amount assessed by the District Court of Etowah County.   Bryan Stone moved and Lloyd Matthews seconded the motion to adopt the resolution.   Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented the following travel\tuition:

Tina Brooks, Librarian to attend a one-day Administrators Meeting at APLS (Alabama Public Library Service), Thursday, January 27th in Montgomery.

Kris Cornutt moved and Lloyd Matthews seconded the motion to grant the travel\tuition.

Mayor Calhoun declared the motion carried.

 

9.  Lloyd Matthews reported that the bridge on Babe Jackson Road opened today.  He commended Jessie and the Street Department for the great job they did in repairing the bridge,   and stated that they will pave as soon as the weather permits.  Mayor Calhoun also commended the Street Department for the good job they did.

 

10.  Kris Cornutt praised Charlotte Phiffer and her group (EDGE) for the great job they are doing.  He stated that there has been a lot of citizen participation.  The group is trying to help recruit new business and increase revenues for the City.

11.  Bryan Stone stated that he has been working with several different companies to get the hardware for the accounting system and to implement the Time & Attendance System.   Bryan moved and Kris Cornutt seconded the motion to accept a proposal from Local Government Data Processing for the software for the new system.   Mayor Calhoun declared the motion carried.

 

12.  Bryan Stone moved and Jeff Overstreet seconded the motion to advertise for bids for the hardware for the software for the new accounting system, and open bids on February 11, 2005 at 2:00 P. M.    Mayor Calhoun declared the motion carried.

 

13.  Jeff Overstreet reported that the posting for Fire Chief closed on the 20th, and the committee will try to do interviews the last of this week.

 

14.  Bobby McCartney reported that Thursday Night at 6:30 P.M. there will be an open meeting to get input from the citizens on what they would like to see happen in the future in the Park and Recreation Department.

 

15.   Bill Kirkpatrick, Marketing Director of Regency Pointe appeared before the Council concerning Regency Pointe.  He said Regency Point is a Senior Living Center and the best kept secret in Etowah County.  He stated it employs over 80 people and has a l.3 million payroll.   It is a not-for profit organization and the money stays in the community.

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
