CITY OF RAINBOW CITY, ALABAMA – PLANNING COMMISSION – AUGUST 7, 2007

 

The Planning Commission of the City of Rainbow City, Alabama met in a special session at 4:00 P.M. and upon roll call the following members were present:

 1.  Upon roll call, Vice Chairman Moon declared a quorum was present and the following

      business was transacted.

 

2.   A public hearing was announced for Malcolm Fifer who was present seeking a Conditional Use

      Permit on approximately 27 acres (more or less) for the purpose of extracting medicinal

      supplements from herbs.  The zoning is Agricultural and has a large horse barn located on the

      property.  Mr. Fifer’s son and business partner wanted to rent the barn to operate “Lovechio

      Botanical Extracts” from this location.  They stated they would distill the ingredients from herbs

      that would be grown at this location and from other sources around the country.  They now

      employ five (5) people but would increase to ten (10) later.  Shipments would involve anywhere  

      from a small box to two (2) pallets of herbal supplements.  People who were present against this

      permit were:  Bart Blevins, Chris Lipscomb and Harold Weaver.  These gentlemen spoke

      against this permit and James Baker had presented a letter to the Building Dept. and a copy was

      given to each Planning Commission member.  After discussion was held, Bryan Stone moved

      and Larry Harris seconded the motion to deny this request.  The vote in favor of the motion was

      as follows: 

            Thomas Moon – no

            Bryan Stone – yes

            Wes Ellis – yes

            Jerry Tolbert – no

            Elbert Tarvin – yes

            Sam Wilson – yes

            Mona Wallace – no

            Larry Harris – yes

 

      The motion carried with five (5) members voting to deny the motion and three (3) members

      voting against the motion.

 

 3.  There being no other business to come before The Planning Commission, Wes Ellis moved to

      adjourn.
