Planning Commission of the City of Rainbow City, Alabama met in a special
session at 4:00 P.M. and upon roll call the following members were present:

1. Upon
roll call, Chairman Watson declared a quorum was present and the following
business was transacted.
2.
Thomas Moon moved and Wayne Walden seconded the motion to suspend the
reading of the
minutes from
October 25, 2005 meeting. Motion carried
unanimously, the minutes will stand
approved as
presented.
3.
Thomas Moon moved and Wes Ellis seconded the motion to suspend the
reading of the minutes
from November
2, 2005 meeting. Motion carried unanimously,
the minutes will stand
approved as
presented.
4.
Roger Laney, owner of property located on
seeking
preliminary approval of 19 residential
lots. Zoning is R-1 Single Family Residential.
Jimmy Carter was present but not in opposition of the
subdivision. He was interested in the
development
since he is a neighbor. No one was
present in opposition. Wes Ellis moved
and
Wayne Walden seconded the motion to give
Mr. Laney preliminary approval for the 19 lots.
Motion carried unanimously.
5.
Roger Laney, owner of property located on
the 19
residential lots. There are no roads to
be built and all utilities are in place.
Wes Ellis
moved and Thomas
Moon seconded the motion to give Mr. Laney final approval on the 19 lots.
Motion carried unanimously.
6.
Court Barber, owner of property on
Perman, Engineer. Mr. Barber is seeking preliminary approval on
20 residential lots in two (2)
different
parcels located on afore mentioned streets.
Zoning is R-1 Single Family Residential.
Mr. Barber will built a road on one (1)
parcel of land with the road’s egress/ingress being Peteet
Street.
No road will be necessary for the other tract because the other
subdivision’s residents
will use either
Joham or
present to
discuss the subdivision. After a lengthy
discussion,
Tolbert seconded the motion to give Mr.
Barber preliminary approval of this subdivision.
Frances Elrod sustained from voting, all
other members voted in agreement to approve the
request. Motion carried.
7. Mrs.
Jean Bowling, owner of property at
Engineer. Mrs. Bowling wishes to divide this property into
two (2) lots. Zoning is Highway
Commercial. No road construction will be involved. Thomas Moon moved and Wayne Walden
seconded the
motion to allow this division of property.
Motion carried unanimously.

Eddie Perman presented the final plat for Mrs. Jean Bowling’s
property to be subdivided at

11. Thomas Moon moved and Wayne Walden seconded
the motion to have the engineering firm of
J B W & T Engineers write a letter
to Mr. Clokey with a recommendation stating what he needs
to do to
correct the problems on
