CITY OF RAINBOW CITY-COUNCIL MEETING-MARCH 14, 2005

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P. M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.  Invocation was given by Jeff Overstreet.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of February 28, 2005 and March 1, 2005, and asked if there were any corrections.  There being none, Bryan Stone moved and Kris Cornutt seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun recommended that the following bank accounts be moved:  Payroll account from Southtrust (Wachovia), 4-cent gasoline tax and 7-cent gasoline tax from Compass Bank.  All three to be moved to The Bank of Rainbow City, with the following to sign on the account:

Mayor Calhoun, Barbara Wester, Susan Silvey and Donna Kilgore.   Jeff Overstreet moved and Bryan Stone seconded the motion to move the accounts and add the above signers to the accounts.    Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun presented a request for the city to be a Riverfest Associate Sponsor in the amount of $2500.00.   This is in conjunction with the Chamber of Gadsden and Etowah County.

Died for lack of a motion.

 

7.  Mayor Calhoun presented a request for the Mayor, Clerk and Council to attend the Alabama League Meeting in Huntsville, May 21-25.   This will cover travel expenses and registration.  There will be no lodging.    Jeff Overstreet moved and Bryan Stone seconded the motion to approve the request.    Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented a request from Tina Brooks to attend a one-day Library Association Conference, April 21, 2005 in Birmingham.  Kris Cornutt moved and Lloyd Matthews seconded the motion to approve the request.   Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun presented the following monthly departmental reports: Building, Library, Fire, Court, Community Center and Police and Animal Control.

 

10.  Mayor Calhoun announced that the following vehicles have been seized by our Narcotics Division and need to be declared as surplus:

    

      1996 Dodge Stratus, 4-door, maroon in color, serial #1305

      1995 Nissan Altima, burgundy in color, serial #3514

      1996 Chevrolet Tahoe, 2 WD SU, burgundy in color, serial #0668

Bobby McCartney moved and Jeff Overstreet seconded the motion to declared the  vehicles as surplus.   Mayor Calhoun declared the motion carried.

 

11.  Kris Cornutt moved and Bobby McCartney seconded the motion to advertise for bids for these vehicles and open the bids March 28, 2005 at 2:00 P. M.    Mayor Calhoun declared the motion carried.

 

12.  Acting Chief Jeff Harwood spoke to the council concerning a nuisance abatement received on Arthur Reeves’ property on March 8, 2005, filed by Joey Wright of 109 Mountain Breeze Court.   Discussion followed. 

 

13.  Mayor Calhoun recognized Alan Cosby, Principal of Rainbow Middle School.  Mr. Cosby thanked the mayor and council for their recent donation of $3000.00 to the school.

 

14.   Lloyd Matthews announced that it is the developer’s obligation to install street lights in a subdivision.   Discussion followed.

 

15.   Bryan Stone reported that the city finances are looking better and all the bills are current.  The business license revenue came in in February.  Mayor Calhoun announced that the $220.000.00 note was paid off  last week.

 

16.   Mayor Calhoun discussed the proposed striping of Church Street.  When you enter Rainbow Drive from Church Street, the right lane will turn right only and the left lane will turn left or go straight ahead.   Bryan Stone moved and Kris Cornutt seconded the motion to change the striping.    Mayor Calhoun declared the motion carried.

 

17.  Jeff Overstreet announced that the job posting for Police Chief closes March 29 at 2:00

P. M., and five (5) applications have been picked up at the present time.

 

18.  Bobby McCartney reported that the new fence has been put up and the bleachers are in.   All these improvements are being paid for by the Community Development Grant.  Bobby thanked Blaine Galliher for his help in getting this grant.

 

19.  Mrs. Arthur Reeves appeared before the Council concerning the nuisance abatement on her property.    Discussion followed.

 

20.   Mike Aldridge, Athletic Director of Coosa Christian appeared before the council thanking the city for the use of the city’s facilities after the school burned on November 12, 2004.   This allowed the school to continue their basketball programs.

 

21.  Kenneth Roark appeared before the council and announced that the Lions Club Pancake Day is March l8, 2005.

 

22.  Mack Butler appeared before the council thanking the city for their support and for giving each school $3000.00.

 

23.  Larry Murray announced that the annual Easter Egg Hunt would be Saturday, March 19, 2005.

 

There being no further business to come before the council at this time, Bryan Stone moved and Kris Cornutt seconded the motion to adjourn.
