CITY OF RAINBOW CITY-COUNCIL MEETING-JANUARY 23, 2006

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Bobby McCartney.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of January 9, 2006 for review, and asked if there were any corrections, additions, or deletions. There being none, Bryan Stone moved and Kris Cornutt seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun reported that the Insurance Committee consisting of Lloyd Matthews, Kris Cornutt and Jeff Overstreet sent out bids for employee life insurance for payroll deduction.  He then asked Jeff Overstreet for comments.  Jeff said the committee received only one bid from Life Insurance Company of Alabama. They will be the sole provider for payroll deduction life insurance policies.  Charles Garrard will be contacting current policy holders to arrange appointments during the month of February for policy changes, updates and premium adjustments.  Any employee that currently holds a payroll deducted policy with a company other than Life of Alabama will have two options:

            l. Schedule an appointment with Mr. Garrard to receive policy information and pricing on applicable life insurance products.

            2.  Contact their current insurer to arrange payment options: (i.e. bank draft, monthly check, etc.

January 27th will be the final payroll deduction for insurance policies other than Life of Alabama; however, the deductions for the month of January are used to pay February premiums.  This will allow a month for arrangements to be made for an alternative payment option without putting any policy in jeopardy of cancellation.  The committee hopes that this will simplify the updating of insurance records by limiting them to one time annually.  Bryan Stone moved and Jeff Overstreet seconded the motion to accept the recommendation of the committee to use Life of Alabama  for life insurance deductions.  Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun presented a transfer application for retail table wine and beer, off premises only from Samir D. Almatari DBA Speedy Mart, 3802 Rainbow Drive.  Bobby McCartney moved and Kris Cornutt seconded the motion to approve the application.   Mayor Calhoun declared the motion carried.

 

 

7.  Mayor Calhoun commended Brent Elrod and Henry Parker of the Sanitation Department for the great job they did on January 18, 2006. They assisted a lady on Becky Allen Circle who fell in her home and had been on the floor for six (6) days.  They were at her home picking up garbage when they heard her calling for help and called paramedics.

 

8.  Lloyd Matthews made a motion to give a raise to city employees.  He purposed a $2.00 an hour raise for employees under $12.00 an hour and a $l.00 an hour for employees over $12.00 an hour.  The motion died for lack of a second.   Discussion followed.

 

9.  Kris Cornutt thanked Brent Elrod and Henry Parker for all they did for the lady on Becky Allen Circle and all the guys for the work they do everyday, especially with the weather they have had to deal with. 

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
