STATE OF
CITY OF
The City Council of the City of Rainbow City, Alabama, met
in regular session at City Hall at 6:30 P.M., and upon roll call by the City
Clerk, Barbara T. Wester, the following members
answered present:
Terry John Calhoun, Mayor
Council members:
Cora Kelly
Bobby McCartney
Lloyd Matthews
Bryan Stone
Kris Cornutt
The same constituting a quorum of the City Council, the
following business was transacted.
1. The meeting was
called to order by Mayor Calhoun.
2. Invocation was
given by Kris Cornutt.
3. Mayor Calhoun led
the Pledge of Allegiance to the flag.
4. Mayor Calhoun
presented the minutes of January 22, 2007 and February l, 2007 for review and
asked if there were any corrections, additions, or deletions. There being none, Bryan Stone moved and Lloyd
Matthews seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.
5. Mayor Calhoun
stated that Item 10 of the minutes of January 22, 2007 stating bids be sent out
for two (2) vehicles for the Police Department needs to be corrected. He stated that all bids were rejected and new
bids will be opened on February 26, 2007 at 2:00
P. M. Kris Cornutt moved
and Cora Kelly seconded the motion to send out specs and open bids on February
26 at 2:00 P. M. Mayor Calhoun
declared the motion carried.
6. Mayor Calhoun
stated that a public hearing is being held concerning Ordinance no. 445. Kris Cornutt moved
and Lloyd Matthews seconded the motion to table this ordinance at this
time. Mayor Calhoun declared the motion
carried.
7. Mayor Calhoun
stated that Item 17 of the minutes of August 28, 2006 should read as
follows: the first 250 feet of

presented a request for a sign renewal from the Southside Dugout Club in the
amount of $l00.00. Kris Cornutt moved and Lloyd Matthews seconded the motion to
purchase the sign. Mayor Calhoun
declared the motion carried.
9. Mayor Calhoun
presented the departmental reports and asked if anyone had comments. Bobby McCartney stated that the Community
Center served 1217 people in January. He
also stated that the Recreation Department was working on the ball fields. There are 16 ball fields for the girls and 16
fields for the boys. He also stated that
the sound system for the community center is installed.
10. Mayor Calhoun
stated that Howard Chadwick Hodges, Police Officer resigned effective February
7, 2007. Cora Kelly moved and Bryan
Stone seconded the motion to accept the resignation. Mayor Calhoun declared the motion carried.
11. Mayor Calhoun
presented a recommendation from Chief Ragan to promote Officer David Mitchell,
Police Officer, to Sergeant, and increase his rate of pay to that of Sergeant’s
pay. Bryan Stone made a motion to table
until the next meeting. Motion died for
lack of a second. Cora Kelly moved and
Lloyd Matthews seconded the motion to grant the promotion. Mayor Calhoun declared the motion carried.
12. Mayor Calhoun
presented a recommendation from Chief Ragan to hire two (2) new police officers
and send the new officers to the

presented a retail beer application, on or off premises request from Struts of
Rainbow City. Bryan Stone moved and
Lloyd Matthews seconded the motion to approve the application. Mayor Calhoun declared the motion carried.
14. Mayor Calhoun
recommended a one time pay increase of $100.00 for employees if they can go
from now until November 15, 2007 without any workers comp claims. The pay increase will be effective December
1, 2007. Lloyd Matthews moved and Kris Cornutt seconded the motion to approve this
recommendation. Mayor Calhoun declared
the motion carried.
15. Bobby McCartney
stated that the lights at the ball fields are up and ready to be tested. He also stated that twelve (12) holes of the
eighteen (l8) are laid out for the
Disc golf course. Everything should be ready by spring.
16. Mayor Calhoun
commended the Police Department and Lieutenant Greg Carroll for apprehending
the criminals in a recent robbery. He
also commended the fire department for the good job they are doing.
There being no further business to come before the council
at this time, Bryan Stone made a motion to adjourn.
