CITY OF RAINBOW CITY-COUNCIL MEETING-FEBRUARY 26, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following

Members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Cora Kelly

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Lloyd Matthews.

 

3.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of February 26, 2007 for review and asked if there were any corrections, additions, or deletions.  There being none, Kris Cornutt moved and Bryan Stone seconded the motion to approve the minutes as presented.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun recognized Draven Marble as the winner of the John Jones spelling bee and Drew Mullinax as the runner up.  He presented a certificate to each of the students.

 

6.  Mayor Calhoun stated that only one bid was received for the mower for the Recreation Department.  The clerk opened the bid at 6:00 p.m. at Pre-Council.   Fouts Tractor had a bid of $14,650.00.   Bobby McCartney moved and Bryan Stone seconded the motion to purchase the mower.   Mayor Calhoun declared the motion carried.

 

7. Mayor Calhoun stated that only one bid was received for the SUV’s for the Detective Division.  It was from Dave Menegay Hyundai, for two 2007 Santa Fe’s for $469.00 per month for a lease term of 48 months, with a $l.00 purchase price at the end of the term, with both vehicles qualifying for the tires for life program.   The vehicles can be traded in every two (2) years if needed.   Mayor Calhoun stated that the city has been leasing from H. M. Freeman Motors in Gadsden.  Cora Kelly moved and Bryan Stone seconded the motion to accept the bid.   Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun stated a public hearing is being held concerning Ordinance No. 445, an ordinance to amend Ordinance No. 437 to rezone the property of Rainbow Plaza, Suite 240, 3325 Rainbow Drive (The Fuzzy Duck), from Highway Commercial to Highway Commercial-L.  The property description with Ordinance No. 437 rezoned the entire shopping center known as Rainbow Plaza.  Ordinance No. 445 will correct this rezoning and zone only 3325 Rainbow Drive from Highway Commercial to Highway Commercial-L.    He asked if anyone had comments for or against the rezoning.  Discussion followed.  There was no one against the ordinance.  Bryan Stone made a motion to introduce the ordinance.  Kris Cornutt moved and Lloyd Matthews seconded the motion to suspend the rules for immediate consideration.  Mayor Calhoun asked for a roll call vote as follows:

9.  Bryan Stone moved and Cora Kelly seconded the motion to adopt Ordinance No. 445.  Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun asked that the records show that the following volunteer fireman are listed in the minutes for insurance purposes:

 

            Audy Irvine, Gary Murray, J. D. Smith, Allen Overby, Jeremy Steward, Dan Peck, Pat McCleod, and Eric Buckner.

 

11.  Mayor Calhoun stated that he wanted to post specs for the LWCF Grant as soon as Mr. Strickland approved them for the improvements to the Vivian Lee Maddox Sports Complex.   Bobby McCartney moved and Bryan Stone seconded the motion to send out specs as soon as they are approved and open them March 12, at 6:00 P. M.   Mayor Calhoun declared the motion carried.

 

12.  Bryan Stone moved and Kris Cornutt seconded the motion to install a street light at the intersection of Deer Valley Parkway and Steel Station Road, Pole #EC 645, EC 643.

Mayor Calhoun declared the motion carried.

 

13.  Larry Murray appeared before the council on behalf of the Fire Department.  He stated he wanted to thank the Mayor, Council and everyone who is working on the Easter Egg Hunt.   He stated that the business community makes the Easter Egg Hunt possible.

 

14.  Jeff Overstreet appeared before the council stating that March 8 at 6:00 p.m., District IV will have a committee meeting, stating how the commission functions and what they do for the community.

 

There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
