CITY OF RAINBOW CITY-COUNCIL MEETING-MARCH 13, 2006

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone, absent

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Lloyd Matthews.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of  February 27, 2006 for review, and asked if there were any corrections, additions, or deletions.  Jeff Overstreet moved and Bobby McCartney seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun presented a recommendation from Chief Ragan requesting permission to purchase two (2) fully loaded police package 2006 Chevrolet Impalas from Northeast Alabama Purchasing Association for $49,004.00.  Mayor Calhoun stated that the City has not purchased new police cars in two (2) years.  Bobby McCartney moved and Kris Cornutt seconded the motion to purchase the cars.   Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun stated that a roster of paid and volunteer fireman has to be attached to the minutes for insurance purposes.  Jeff Overstreet moved and Kris Cornutt seconded the motion to attach the list presented by Chief Potter.  Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented a recommendation from Chief Potter to send out specifications and obtain bids for a lease purchase agreement for two (2) fire trucks.  The funding for this project will be taken from the fire tax monies.  Obligating it for seven (7) years will cost approximately $97,965.49 per year.   Lloyd Matthews moved and Jeff Overstreet seconded the motion to send out specs for the two (2) trucks and open bids March 24, 2006 at 2:00 P. M.    Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun stated that the Glencoe Girl Scout Troop #670, in cooperation with Wal-Mart of Attalla would like to donate a bench to the Rainbow City Park.  They will cement it into the ground and install concrete pavers around it.  They also want to plant azaleas along the sides and the back.  Jeff Overstreet moved and Lloyd Matthews seconded the motion to grant permission to the girl scouts to put the bench in the park.

Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun presented a revision to the sick leave policy.  A doctor’s excuse is required if an employee takes more than two (2) consecutive sick days.  Also, unused sick leave, up to a maximum of 40 hours for a 40-hour week or 56 hours for a 56-hour

week, will be paid to the employee prior to the Thanksgiving holidays in November.  The employee has the option to decide what portion of current sick leave will continue to accumulate and what will be paid to the employee.   Jeff Overstreet moved and Kris Cornutt seconded the motion to revise the sick leave policy.   Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun presented the following departmental reports:  Building, Community Center, Court, Library, Police and Fire.

 

11.  Mayor Calhoun presented a list of computer equipment from the library to declare as surplus.  Kris Cornutt moved and Lloyd Matthews seconded the motion to accept bids on this equipment and open bids at  2:00 P. M., March 27, 2006.    Mayor Calhoun declared the motion carried.

 

12.  Mayor Calhoun presented a list of computer equipment and miscellaneous items to surplus.  This equipment is located in the Storage/Exercise Room on the 2nd floor of the municipal building.   Kris Cornutt moved and Lloyd Matthews seconded the motion to accept bids on this equipment and open bids at 2:00 P. M., March 27, 2006.   Mayor Calhoun declared the motion carried.

 

13.  Lloyd Matthews stated that two (2) non-regular permanent employees were being hired in the Street and Sanitation Department for five (5) months, (April 1-August 1, 2006) at $8.50 per hour.  One will be put in the Sanitation Department on the garbage truck and one in the Street Department.  Brent Elrod will come off the garbage truck and go to the Street Department.   Lloyd moved and Kris Cornutt seconded the motion to hire these employees.   Mayor Calhoun declared the motion carried.

 

14.  Kris Cornutt commended the library staff for the good job they are doing.   He also announced that the award winning children’s author, Nancy Shaw will be at the library, Thursday, April 6 at 10:00 A.M.  The program will be held in the community center.

National Library Week is April 2-8.

 

15.  Jeff Overstreet stated he appreciates Chief Ragan, and as the city continues to grow, Chief Ragan’s base pay will be raised from $45,000.00 to $47,500.00.   Jeff moved and Lloyd Matthews seconded the motion to change the base pay for the Police Chief.  Mayor Calhoun declared the motion carried.

 

16.  Alan Cosby appeared before the council to thank them on behalf of Rainbow Middle School for the money and the work relationship they have with the city.

 

There being no further business to come before the council at this time, Lloyd Matthews made a motion to adjourn.
