STATE OF
CITY OF
The City Council of the City of Rainbow City, Alabama, met
in regular session at City Hall at 6:30 P. M., and upon roll call by the City
Clerk, Barbara T. Wester, the following members answered present:

Lloyd Matthews
Bryan Stone
Kris Cornutt
The same constituting a quorum of the City Council, the
following business was transacted.
1. The meeting was
called to order by Terry John Calhoun.
2. Invocation was
given by Jeff Overstreet.
3. Mayor Calhoun led
the pledge of allegiance to the flag.
4. Mayor Calhoun
presented the minutes of March 27, 2006 for review and asked if there were any corrections, additions, or
deletions. Kris Cornutt moved and Lloyd
Matthews seconded the motion to approve the minutes as presented.
5. Mayor Calhoun
announced that the Chocolate Festival exceeded all expectations. He stated he wanted to publicly thank Tom
Quinn, Charlotte Phifer, the volunteers and all city
employees who helped make the festival such a great success.
6. Mayor Calhoun presented
Resolution No. 06-01, giving him the authority to sign a lease agreement for
the lease\purchase of two (2) fire trucks.
Jeff Overstreet moved and Bryan Stone seconded the motion to adopt the
resolution. Mayor Calhoun declared the
motion carried.
7. Mayor Calhoun
reported that the council met with the Smedleys
concerning their property located next to the
8. Lloyd Matthews
stated that he has spoken with Cintas Uniforms for the Street and Sanitation
Department. The men will receive eleven
(11) pairs of jeans, eleven (11) shirts, and two (2) coats with their names on
them. The cost of the uniform will be
$8.25 per person per week. They will be
picked up weekly and repairs made when needed.
Kris Cornutt stated that the men can wear white thermal shirts or white
t-shirts under the shirt. The yearly
cost will be around $4700.00 per year.
Kris Cornutt moved and Lloyd Matthews seconded the motion that the
uniforms will be leased from Cintas, and
the uniform policy for these two departments states that employees must
wear uniform supplied by the city and must wear the entire shift, if not,
subject to being sent home without pay
This will go into effective June l, 2006. Mayor Calhoun declared the motion carried.
9. Mayor Calhoun
presented a letter of resignation from Tim McKee Fireman/Paramedic, effective
April 6, 2006.
10. Mayor Calhoun
presented the resignation of Kelly Masters, Police Officer, effective April 6,
2006, and stated that Chief Ragan recommended posting this position until April
20, 2006 at 2:00 P. M. Bryan Stone
moved and Jeff Overstreet seconded the motion to accept the resignation. Mayor Calhoun declared the motion
carried.
11. Kris Cornutt moved
and Lloyd Matthews seconded the motion to post the police officer position
until April 20, 2006 at 2:00 P. M.
Mayor Calhoun declared the motion carried.
12. Mayor Calhoun
presented the monthly departmental reports and asked that the records show that
all council members received their copy of the reports.
13. Mayor Calhoun
presented the following items in the fire department to surplus: refrigerator,
serial number E63040988, and an oak table and six chairs. Lloyd Matthews moved and Kris Cornutt
seconded the motion to surplus these items.
Mayor Calhoun declared the motion carried.
14. Bobby McCartney
stated that the men are working on the ball fields again, as far and as fast as
manpower permits. He also stated that
the community center and recreation center have been very busy. Mayor Calhoun announced that $100,000.00 was
given to the city by Community Development to light the ball fields. He also stated the roof is being put on the
gym.
15. Jeff Overstreet
stated that the fire trucks that were recently purchased should be in in 150 days. Jeff
moved and Lloyd Matthews seconded the motion to authorize the chief to put
together a certified fire fighter pool to help with the fire department. These will be part time positions. (Certified paramedics and
firefighter I and II positions.)
Mayor Calhoun declared the motion carried.
16. Kris Cornutt
thanked Tina and her staff at the library for the good job they are doing. He also announced that the Summer Reading
Program registration is May 17, 2006.
17. Mayor Calhoun
announced that the Easter Egg Hunt is Tuesday, April 11 at 6:30 p.m. at the
football field. Larry Murray thanked the
mayor and council for their support of the annual Easter Egg Hunt at
18. Whitt Torbert appeared before the council announcing his
candidacy for Circuit Judge, Democrat, Place 2.
There being no further business to come before the council,
Bryan Stone made a motion to adjourn.
