CITY OF RAINBOW CITY-COUNCIL MEETING-APRIL 16, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the Acting City Clerk, Beth Lee, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Cora Kelly

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Kris Cornutt.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of April 9, 2007 for review, and asked if there were any corrections, additions, or deletions.  Mayor Calhoun stated that Item 12 should also include the quote for the police recorder faxed from McCord Communications for $7,200.00.  Bryan Stone moved and Bobby McCartney seconded the motion to approve the minutes with this correction to Item 12.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun stated that the public hearing was held earlier at 6:00 p.m. for the Community Development Block Grant with Diane McClellan and that there will be a special called council meeting on April 26, 2007 at 4:00 p.m. to pass a resolution for the grant application.

 

6.  Mayor Calhoun stated that LaMont Tucker, Police Officer resigned effective April 13, 2007.  Cora Kelly moved and Bryan Stone seconded the motion to accept the resignation.  Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented a recommendation from Chief Ragan to hire one (1) new police officer.  Cora Kelly moved and Bryan Stone seconded the motion to post a job for police officer and close the posting on Wednesday, May 2, 2007 at 4:00 p.m .  Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented a recommendation from Chief Ragan to post a Sergeant’s position in the Police Department for 10 days.  Two (2) police officers are eligible and they must submit a letter of intent to Chief Ragan.  Cora Kelly moved and Bryan Stone seconded the motion to post the position.  Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun requested that the Police Department budget be amended for the purchase of one (1) additional police vehicle to replace a 2000 Ford Crown Vic with 96,000 miles.  Discussion followed.  Lloyd Matthews moved and Cora Kelly seconded the motion.  Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun presented Proclamation No. 07-01, declaring May 2007 as Older American Month.  Bryan Stone moved and Bobby McCartney seconded the motion to adopt the proclamation.  Mayor Calhoun declared the motion carried.

 

11.  Mayor Calhoun stated that the Etowah County Rescue Squad will hold its Annual Fund Drive in Rainbow City on September 15, 2007.

 

12.  Mayor Calhoun stated that the Alabama Chocolate Festival was a huge success and wanted to thank the sanitation, recreation, police department, and the volunteers.  Mayor Calhoun recommended that the city employee volunteers receive comp time off for working at the Chocolate Festival.  Cora Kelly moved and Lloyd Matthews seconded the motion.  Mayor Calhoun declared the motion carried.

 

13.  Lloyd Matthews wished Bobby McCartney a Happy Birthday and echoed what the Mayor said about the Chocolate Festival.  He thanked Eddie, Randall, and Blake for an excellent job.  He said the Chocolate Festival might need more space next year.

 

14.  Kris Cornutt wished Bobby McCartney a Happy Birthday.  He asked Greg Payne about our trash truck status.  Greg stated that it was still being repaired but we were still using the truck from the City of Talladega during this time.  Kris stated that the week of April 15-21 is National Library Week.  All past due books can be returned during the week fine free.  He congratulated Tina Brooks for receiving a $9,800.00 grant and the great job she does.  He said the merchants at Rainbow Plaza were very pleased with their turnout from the Chocolate Festival.

 

15.  Mayor Calhoun stated that the City received the remainder of the Community Development Block Grant for $25,000.00.

 

16.  Bryan Stone commended Eddie Cline, Randall Johnson, and Blake Winningham for the tremendous job they did at the Chocolate Festival.  Hopefully better things are to come next year.  Good endeavor.

 

17.  Cora Kelly also stated that we had a great day at the Chocolate Festival.  She has heard good comments from everyone.

 

18.  Bobby McCartney thanked Wiley for all his hard work at the new ball fields and also our local representatives.  He moved and Kris Cornutt seconded a motion to open bids for the irrigation system at the Vivian Lee Maddox Sports Complex-Phase I on May 14, 2007 at 6:00 p.m.  Mayor Calhoun declared the motion carried.

 

19.  Mayor Calhoun congratulated David Hood on his upcoming 80th birthday.

 

20.  Mayor Calhoun presented residents Thomas & Beverly McCorkle from Deer Valley Parkway.  They are requesting that the city abandon a portion of a utility easement which runs across their property.  Lloyd Matthews made a motion to approve this reqest upon the approval of the Rainbow City Utility Board.  Bryan Stone seconded the motion.  Mayor Calhoun declared the motion carried.

 

There being no further business to come before the council at this time,  Bryan Stone made a motion to adjourn.
