COUNTY OF ETOWAH

 

CITY OF RAINBOW CITY-COUNCIL MEETING-MAY 9, 2005

 

The City Council of the City of Rainbow City,  Alabama, met in regular session at City Hall at 6:30 P. M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.   Invocation was given by Bryan Stone.

 

3.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.   Mayor Calhoun presented the minutes of April 11, 2005, and asked if there were any corrections or deletions.   There being none, Bryan Stone moved and Kris Cornutt seconded the motion to adopt the minutes as presented.

 

5.  Mayor Calhoun recommended scanning the minutes from 1950 to 1992, consisting of eleven (11) books and some small loose files by Document Imaging Services Corporation, Worth Barham.  The total cost is $3,150.00.   Bryan Stone moved and Kris Cornutt seconded the motion to scan the minutes.    Discussion followed.   Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun presented a recommendation from the Planning Commission to accept the cul-de-sac on Sandy Shore Lane.   Bobby McCartney moved and Jeff Overstreet seconded the motion to accept the cul-de-sac.    Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented a request for a four-way stop sign at Joham and Lister Ferry Road.   Jeff Harwood, Police Chief spoke concerning this request and on a study he had conducted.   Marc Carswell, resident on Lister Ferry Road spoke concerning the four-way sign.   Emmett Loveland, resident also spoke concerning the sign.   Marty Campbell, past resident,  also spoke concerning speeding on this road.   Ken Roark said he had lived on this road for 35 years, and more thought needs to be given before any recommendations are made and asked about a radar machine being placed there.   Jeff Harwood said a radar machine will be placed there, and some officers also.  Discussion followed.    Lloyd Matthews made a motion to install the street sign.   The motion died for lack of a second.    Mayor Calhoun said he would like for the city engineer and police chief to do a study and

make recommendations at the next council meeting, May 23, 2005.   Bobby McCartney moved and Jeff Overstreet seconded the motion for the city engineer and chief to look

into this situation and study the problem on Lister Ferry Road and bring it up at the next council meeting.    Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented a street light request at the Industrial Park on Hwy 77 to add a new pole and light, and to relocate a pole and light.   Lloyd Matthews moved and Bryan Stone seconded the motion to approve the request.  Mayor Calhoun declared the motion carried.

 

9.   Mayor Calhoun presented a request from the Greater Etowah 310 Board in the amount of $1200.00.   Mayor Calhoun asked Cora Kelly, a Board Member for input.  Ms. Kelly said all cities in Etowah County belong to this Board, and the money is kept in Etowah County to benefit the citizens.    The board has to match all the money that is given.   Lloyd Matthews moved and Bryan Stone seconded the motion to give the 310 Board the money.    Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun presented the following departmental reports:  Building, Fire, Police & Animal Control, Library, Court and Community Center.

 

11.  Mayor Calhoun presented the following travel\tuition:

            Officer Rick Hill to attend the Alabama Peace Officer’s Association Annual Business and Training Conference in Orange Beach, June l4-17, 2005.

Jeff Overstreet moved and Lloyd Matthews seconded the motion to grant the travel\tuition.    Mayor Calhoun declared the motion carried.

 

12.  Mayor Calhoun presented a recommendation from Jessie Allen, Street Superintendent to pave Babe Jackson Bridge.  M & C Contractors, subcontractors for Brett Watts Construction will pave approximately 100 feet of the bridge for $3000.00.

Lloyd Matthews moved and Bobby McCartney seconded the motion to pave the 100 feet.

Mayor Calhoun declared the motion carried.

 

13.  Mayor Calhoun commended Laura Ann Brown for winning the State Spelling Bee Championship for the past two (2) years, and presented her with a key to the city.  She is an 8th grader and lives in Rainbow City.   She has won the county spelling bee five (5) times.  She will go to Washington D. C., June 1 and 2 of this year for the National Champion Spelling Bee.

 

14.  Bobby McCartney reported that the Recreation Center hired Jeff Brown to work twenty-five hours per week at $8.50 per hour to mow the grass.  He also reported that the Recreation Center had some money left from the recent grant.  Bobby moved and Lloyd Matthews seconded the motion to accept bids to prepare the upper parking lot to get it ready for paving and open the bids, Monday, May 23, 2005 at 6:00 P. M.    Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
