The
City Council of the City of Rainbow City, Alabama, met in a regular session at
City Hall at 4:00 p.m., and upon roll call by the City Clerk, Barbara T.
Wester, the following members answered present:
Mayor, Terry John Calhoun, Council members: Anita Bedwell,
Bobby McCartney, Lloyd Matthews, Larry Keenum and
Kris Cornutt.
The same constituting a quorum of the City Council, the following
business was transacted. The meeting was
called to order by Mayor Calhoun.
Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to
the flag.
Mayor
Calhoun presented the minutes of April 26, 2010 for review, and asked if there
were any corrections, additions, or deletions.
There being none, Anita Bedwell made a motion
to approve the minutes as presented.
Lloyd Matthews seconded the motion.
Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
Mayor
Calhoun received a phone call from the City Attorney and asked for a brief
recess. Lloyd Matthews made a motion to
this effect. Kris Cornutt
seconded the motion. Time 4:05 p.m. Mayor Calhoun returned. Lloyd made a motion to continue with the
meeting. Kris seconded the motion. Time:
4:10 p.m.
Mayor
Calhoun stated Larry Nunn was present to discuss a temporary easement. Larry stated he had a temporary easement with
the City in the past to clean out a ditch.
He said the area is about 100 by 20 feet, and is on the side toward

Calhoun asked Skylar Wheat to discuss his Eagle Scout
Project. Skylar
said he would like to plant flowers and shrubs at the city limit signs coming
into
Mayor
Calhoun said that cleanup day was a great success, and they had a large group
helping pick up the trash. He commended
Kenneth Payne for the good job he did and commended the boy scouts for their
help. Kenneth stated 265 bags were
picked up. Kenneth said the Rainbow
Church of Christ handed out bottled water, and the
Cofield’s Quick Print, Buffalo Rock, Dad’s Barbecue,
Domino’s Pizza, Wendy’s Hamburger, Pizza Hut, Popeye’s Chicken, CVS Pharmacy,
Super Bee, Decorator Store, Fitness Plus, Things of Desire, Dr. Brad Frost,
Todd Entrekin, Joey Jones, Rainbow Jewelry, Top of
the River, Pas’Ghettis’, Rainbow Manor, Rainbow Pet
Clinic, Gifts on Wings, Gadsden Christian Book Store, Ernie Payne, Will Frank
Brown, Subway and Rainbow City Seniors Club.
Mayor
Calhoun presented a request from the Coosa Storm Soccer team for a $500.00
sponsorship to their Regional tournament in
Mayor
Calhoun presented the following monthly departmental reports: Police, Fire, Building, Library, Court and
Building Department. He asked for
comments. There being none, he asked
that the records show the reports were presented.
Mayor Calhoun stated Jeff Barron appeared
before precouncil concerning a noise ordinance. Discussion followed. Lloyd Matthews made a motion for the City
Attorney to draw up an ordinance, and have it ready by the next council meeting
if possible. Bobby McCartney seconded
the motion. Mayor Calhoun stated all in
favor say aye. All
ayes. Mayor Calhoun declared the
motion carried.
Mayor
Calhoun reported that he received a telephone call from the City Attorney
stating that Officer Cody Owens resigned, effective May 10, 2010. Larry Keenum made a
motion to accept the resignation. Lloyd
Matthews seconded the motion. Mayor
Calhoun stated all in favor say aye. All ayes. Mayor
Calhoun declared the motion carried.
Mayor Calhoun also announced Officer Tommy Watts received his disability
retirement from the Employees’ Retirement System effective June 1, 2010, and he
needed a motion and a second to post bids for Tommy’s pistol. It is a Glock,
Model 21SF Automatic Pistol. Larry Keenum made a motion to post for the pistol and open bids

Calhoun declared the motion carried.
Mayor
Calhoun stated he and Lloyd have been working with the City Engineer, Mark
Stephens to advertise for bids for the fall paving of
Lloyd
Matthews stated an incident occurred with an 18-wheeler parking at the VLM
Sports Complex. Discussion
followed. Lloyd made a motion that no
18-wheeler trucks could park at the complex because it would mess up the
paving. Bobby McCartney seconded the
motion. Mayor Calhoun stated all in
favor say aye. All
ayes. Mayor Calhoun declared the
motion carried.
Kris
Cornutt stated he has spoken with the folks on
Anita
Bedwell announced that the summer reading program is
back at the library. She also discussed
cleaning the flower beds at the library and other area beds need
attention. Discussion followed.
Lloyd
Matthews made a motion to post for two (2) police officers, and close the
posting Monday, May 24, 2010. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion carried.

being no further business to come before the council at this time, Kris Cornutt made a motion to adjourn.
