CITY OF RAINBOW CITY-COUNCIL MEETING-MAY 14, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Cora Kelly

Bobby McCartney

Lloyd Matthews

Bryan Stone, absent

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Lloyd Matthews.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of April 16, 2007 and April 26, 2007 for review and asked if there were any corrections, additions, or deletions.  There being none, Lloyd Matthews moved and Kris Cornutt seconded the motion to approve the minutes as presented.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun presented Ordinance No. 447 and stated a public hearing is being held concerning the rezoning of a parcel of land located on Montrose Gardens and runs from LaSalle Street to Josh Street from Highway Commercial to R-2, Patio Home and Townhouse District.  He asked for discussion from anyone for or against the ordinance.  Kathy Thrasher and Mike Thrasher spoke against the ordinance.  Tim Choate spoke for the ordinance.  Discussion followed.   Cora Kelly made a motion to introduce the ordinance.    Kris Cornutt moved and Lloyd Matthews seconded the motion to suspend the rules for immediate consideration.   Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

6.  Bobby McCartney moved and Cora Kelly seconded the motion to adopt Ordinance No. 447.  Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

 

 

7.  Cora Kelly moved and Lloyd Matthews seconded the motion to repost the position of police officer for seven days, and close at 4:00 p.m. on May 21, 2007.    Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun stated that the clerk opened bids at the pre-council meeting for the sprinkler system (irrigation) for the Vivian Lee Maddox Sports Complex, Phase I.  The bids are as follows:

                        l.  Turfmaster, LLC     $50,000.00

                       2.  Turfscape                $54,800.00

                       3.  Copelandscapes      $52,500.00

Bobby McCartney moved and Cora Kelly seconded the motion to award the bid to  Turfmaster, LLC pending it meets the specs.  Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun stated that the city received a grant from the Land and Water Conservation in the amount of $50,000.00, and it will pay for this drainage project (irrigation) at the complex.

 

10.  Mayor Calhoun asked that the records show that the council received the monthly departmental reports. 

 

11.  Mayor Calhoun announced the resignation of John Watson and Wayne Walden from the Planning Commission.  He stated Mr. Watson’s wife is sick and that Mr. Walden’s job is very busy.  He also stated that he attended a meeting Saturday at City Hall concerning planning commission rules and regulations held by the University of North Alabama.  He thanked all the Planning Commission members who attended the meeting,

because they are not paid members.

 

12.  Mayor Calhoun appointed Elbert Tarvin and Larry Harris to the planning commission.  Cora Kelly moved and Bobby McCartney seconded the motion to appoint these two men to the commission.   Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.

 

13.  Mayor Calhoun stated that Ruby Jo Boyle resigned from the Board of Adjustment effective May 1, 2007, due to the sickness of her husband.

 

14.  Mayor Calhoun presented the Pigskin roundup of High School Football, Preview 2007, TV-24.  Kris Cornutt moved and Lloyd Matthews seconded the motion to purchase a ¼ page color ad for $350.00.   Mayor Calhoun declared the motion carried.

 

15.  Mayor Calhoun presented a request from Junior Achievement of Etowah County for a $l00.00 ad.   Lloyd Matthews moved and Kris Cornutt seconded the motion to purchase the ad.   Mayor Calhoun declared the motion carried.

 

16.  Mayor Calhoun presented a recommendation from Greg Payne, Street Supervisor to give DeWayne Barber a one-step raise for completion of his 6-month probationary period.   Kris Cornutt moved and Lloyd Matthews seconded the motion to grant the increase.    Mayor Calhoun declared the motion carried.

 

17.  Lloyd Matthews thanked Harvey Fells for cutting grass at the school on Hwy 411.  He also moved and Kris Cornutt seconded the motion to give Donna Kilgore a $.50 an hour raise.  Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.

 

18.  Kris Cornutt stated that he was happy to report that the garbage truck was paid for, and it was paid off early.    Kris also announced that registration for the summer reading program would be May 14 –June 27, and he would like to encourage all kids to come.  He stated that the kids who read fifteen (15) books by July 11 will have a party and receive a t-shirt.

 

19.  Bobby McCartney thanked Eddie and his crew and Greg and his crew and Wiley for all their work getting the new entrance off Lumley Road to the back of the property.  He also stated that the disc golf should be up and running in a month or so.

 

20.  Jerry Owensby appeared before the council concerning burning in the city.  Discussion followed.

 

21.  Danny Garnet and John Maples of the Southside Booster Club appeared before the pre-council concerning funds to purchase sod for the practice field in Southside.    Discussion followed.   Lloyd Matthews moved and Kris Cornutt seconded the motion to give them $l,000.00.   Mayor Calhoun declared the motion carried.

 

22.  Beth Lee appeared before the council concerning a request she received from John Jones School to stripe the front parking lot.   Discussion followed.   Bobby McCartney moved and Lloyd Matthews seconded the motion to check the paint we have, and if there is not enough, to purchase what is needed to finish the stripping.   Mayor Calhoun declared the motion carried.

 

23.   Mayor Calhoun announced that the next council meeting is scheduled for May 29, 2007, due to the city being closed on May 28, 2007 for the Memorial Day Holiday.

 

There being no further business to come before the council at this time, Cora Kelly made a motion to adjourn.
