CITY OF RAINBOW CITY-COUNCIL MEETING-MAY 22, 2006

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Terry John Calhoun.

 

2.  Invocation was given by Kris Cornutt.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of  April 24, 2006 and May 4, 2006 for review, and asked if there were any corrections, additions, or deletions.  There being none, Bryan Stone moved and Bobby McCartney seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun reported that no bids were received for the top soil for the Vivian Lee Maddox Sports Complex.  He stated that Wiley McLain, Eddie Cline, Greg Payne and Bobby McCartney had got together and Jeff Bedwell would be delivering the top soil.  The cost is $200.00 per load for a twenty yard load.   The top soil is coming from the site of the old Southside High School.

 

6.  Mayor Calhoun stated that the city is hiring a new police officer.  He asked Jeff Overstreet to report on this.  Jeff stated applications were taken and interviews were held Wednesday, May 17, and he recommended Thomas Hale, Jr. for the position.  Thomas works at the Etowah County Sheriff’s Office.   Jeff moved and Lloyd Matthews seconded the motion to hire Thomas at $l0.50 per hour.  Mayor Calhoun declared the motion carried.    Mayor Calhoun asked Thomas if he had anything to say.  He stated he would try his best to serve the people of the community.

 

7.  Mayor Calhoun presented Ordinance No. 433 for a public hearing.  He stated this is for the de-annexation of the property of Lynn Watkins.   He stated the city cannot serve water, sewer or garbage pickup because there is no road available.   He asked if anyone would like to speak for or against the ordinance.  There were none.  Kris Cornutt made a motion to introduce the ordinance.  Kris moved and Bryan Stone seconded the motion to suspend the rules for immediate consideration.  Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

8.  Jeff Overstreet moved and Bryan Stone seconded the motion to adopt Ordinance No. 433.   Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

9.  Lloyd Matthews discussed Brown Avenue.  He pointed out that the road is in very bad shape.  This road is a thoroughfare from Rainbow Drive to Sutton Bridge Road.  He stated that the MPO will pave 80% of the road and the city 20%.  The road will be 24 feet wide with curbing.  Mayor Calhoun stated that this paving will be put in the budget and hopes it will be done next year, but there is a possibility that it will not be done.   Lloyd Matthews moved and Kris Cornutt seconded the motion to ask the MPO Engineers to put the paving of Brown Avenue in their budget.   Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun recommended the appointment of Greg Carroll as the Nuisance Abatement Hearing Officer for the City.   Bobby McCartney moved and Jeff Overstreet seconded the motion to accept the mayor’s recommendation.   Mayor Calhoun declared the motion carried.

 

11.  Mayor Calhoun presented the monthly departmental reports and asked that the records show that all council members received their copy.

 

12.  Mayor Calhoun reported that the roof is finished at the Recreation Center, and it was inspected Saturday, May 20, 2006.   He also stated that the tractor the city ordered April 1, 2006 came in Friday, May 19, 2006, and the city is now cutting the right-of-ways.  He also stated that two (2) employees in the Sanitation Department are in the hospital, and he needed the council to approve the hiring of two (2) part-time employees.  Lloyd Matthews moved and Kris Cornutt seconded the motion for the mayor to hire the two (2) employees.  Mayor Calhoun declared the motion carried.

 

13.  Lloyd Matthews reported that the tractor the city ordered is paid for, and a schedule will be established as soon as possible for the cutting of right-of-ways.

 

14.  Kris Cornutt reported that the sanitation department will not work on Monday, Memorial Day, and garbage will be one day late this week.  (Tuesday through Saturday).

 

15.  Jeff Overstreet reported that applications have been taken for the fire department and the committee will do interviews Wednesday, May 24, 2006 to hire two (2) firemen.

 

16.  Bobby McCartney reported that the gym will be out of commission for one (l) week due to work being done on the floors.   He also reported that Larry Mackey will be retiring May 31, 2006.

 

17.  Troy Smith appeared before the council announcing his candidacy for the Etowah County Board of Education, Place 6.   Andy Gardner appeared before the council announcing his candidacy for the Etowah County Board of Education, Place 7.  Danny Golden appeared before the council announcing his candidacy for the Etowah County Board of Education, Place 6.

 

18.  Mayor Calhoun announced that the Rainbow City Lions Club is in the process of having an old fashioned political rally in September on a Thursday Night.  (Date will be announced at a later time).   He stated that the Lions Club funds goes to purchase glasses and for the Diabetic Association. 

 

There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
