CITY OF
The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:
Terry John Calhoun Mayor
Cora Kelly

Bryan Stone

The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Calhoun.
2. Invocation was given by Kris Cornutt.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun presented the minutes of May 14, 2007, for review and asked if there were any corrections, additions, or deletions. There being none, Kris Cornutt moved and Lloyd Matthews seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.
5. Mayor Calhoun presented a recommendation from Chief Ragan to hire two (2) police officers to replace Sergeant LaMont Tucker and Captain Terry Graham. Cora Kelly moved and Lloyd Matthews seconded the motion to hire Benjamin B. Greene to replace LaMont Tucker and Claude “Mac” McNally to replace Terry Graham. The rate of pay for each officer is $11.00 per hour. Mayor Calhoun declared the motion carried.
6. Mayor Calhoun presented a recommendation from Chief Ragan to promote Cody Owens to Sergeant to fill the slot left by LaMont Tucker, and to give him a one-step pay increase. Rate of pay is $14.65 per hour. Cora Kelly moved and Bryan Stone seconded the motion to grant the promotion and pay increase. Mayor Calhoun declared the motion carried.
7. Mayor Calhoun presented a recommendation from Chief Ragan to take the $2500.00 from the sale of the 2000 Ford Crown Vic, serial #2818 and use the funds to purchase transport seats for the new vehicles. He asked the police budget be adjusted to handle this. Cora Kelly moved and Lloyd Matthews seconded the motion to use the funds from the sale for the seats and to adjust the police budget for this purchase. Mayor Calhoun declared the motion carried.
8. Chief Ragan stated that in the minutes of April 9, 2007, item 11 stated that a 1999 Ford Crown Vic, serial no. 1730 was declared as surplus. It should have been a 2000 Ford Crown Vic, serial no. 2818. Chief Ragan requested that this vehicle be kept and used for emergency purposes. Cora Kelly moved and Bobby McCartney seconded the motion to keep this vehicle, and take it off the surplus list. Mayor Calhoun declared the motion carried.
9. Mayor Calhoun stated that a 2000 Ford Crown Vic, serial no. 2818 needs to be declared as surplus. Chief Ragan stated that a mix up occurred in the vehicles and this vehicle should have been declared as surplus. Cora Kelly moved and Lloyd Matthews
seconded the motion to declare this vehicle as surplus. Mayor Calhoun declared the motion carried.
10. Mayor Calhoun asked that the
records show that Terry Graham is retiring, effective July 1, 2007. He stated Captain Graham was sick and his
prayers go out to him and his family.
Chief Ragan stated he was one of the best officers
11. Mayor Calhoun presented Resolution No. 07-04. He stated this resolution places restrictive covenants and conditions on the real estate on which the Vivian Lee Maddox Sports Complex is located. (This consists of the parking lot and the four (4) ball fields). Bryan Stone moved and Bobby McCartney seconded the motion to adopt this resolution. Mayor Calhoun declared the motion carried.
12. Mayor Calhoun presented Proclamation No. 07-02 which honors all fallen soldiers for their commitment to our country.
13. Mayor Calhoun asked that the records show that the following are members of the Planning Commission:

14. Lloyd Matthews stated that the city is behind in cutting the right-of-way, but hopes to catch up soon.
15. Kris Cornutt stated that the Recreation Department did a great job cutting the ditch in front of the library.
There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
