STATE OF
CITY OF
The City Council of the City of Rainbow City, Alabama, met
in regular session at City Hall at 6:30 P.M., and upon roll call by the City
Clerk, Barbara T. Wester, the following members answered present:
Terry John Calhoun, Mayor
Council members:
Jeff Overstreet
Bobby McCartney, absent
Lloyd Matthews
Bryan Stone
Kris Cornutt
The same constituting a quorum of the City Council, the
following business was transacted.
1. The meeting was
called to order by Terry John Calhoun.
2. Invocation was
given by Bryan Stone.
3. Mayor Calhoun led
the pledge of allegiance to the flag.
4. Mayor Calhoun
presented the minutes of May 22, 2006 for review, and asked if there were any
corrections, additions, or deletions.
Jeff Overstreet moved and Kris Cornutt seconded the motion to approve
the minutes as presented.
5. Mayor Calhoun
stated the city is hiring two (2) new firemen and turned it over to Jeff
Overstreet. Jeff stated that several
applicants were interviewed and Chief Potter recommended the two that were the
most qualified. Jeff Overstreet moved
and Bryan Stone seconded the motion to hire Scott Richardson and Jason
Green. Mayor Calhoun declared the
motion carried.
6. Mayor Calhoun
presented Resolution No. 06-04, to allow him to execute and file a grant application
with the Alabama Department of Transportation for aid in the financing of a
Section 5310 Transportation Assistance Project.
Mayor Calhoun stated that Dart comes to the city now to pick up the
citizens who need assistance. The
contract is running out and the new contract will be for two (2) years. Bryan Stone moved and Lloyd Matthews
seconded the motion for the mayor to sign this grant. Mayor Calhoun declared the motion
carried.
7. Mayor Calhoun
presented the resignation letter of Dedera Wilson,
effective May 26, 2006.
8. Mayor Calhoun
stated Chief Ragan had requested a promotion for Rick Hill so he referred it to
Jeff Overstreet, Public Safety Commissioner.
Jeff moved and Bryan Stone seconded the motion to promote Lieutenant
Rick Hill to Captain of Operations.
Mayor Calhoun declared the motion carried.
9. Lloyd Matthews
stated that residents of Peteet and Joham
approached
him at the last meeting about a three-way stop sign. He got with Wiley McLain, Building Official
and Chief Ragan, and they told him they saw no reason not to install the
sign. Lloyd moved and Kris Cornutt
seconded the motion to install the sign.
Mayor Calhoun declared the motion carried.
10. Mayor Calhoun
stated that Bobby McCartney was out of town on a mission trip. He asked the
council to hire Jay Morgan, Morgan Electrical Engineering to write the specs
and to oversee the bid process and installation of the lights for the four (4)
ball fields at the Vivian Maddox Sports Complex (Pioneer). Bryan Stone moved and Kris Cornutt seconded
the motion to advertise for bids and open them at 6:00 P. M. July 10, 2006 in
the Council Chambers. Mayor Calhoun
declared the motion carried.
11. Mayor Calhoun
stated he has spoken with the City Attorney, Jim Turnbach
concerning the
build up of compensatory time, and Mr. Turnbach
stated it is not a good practice. Mayor
Calhoun said he met with all the Department Heads, and no one can have
compensatory time except Department Heads, and it will be limited to eighty
(80) hours. Bryan Stone moved and Jeff
Overstreet seconded the motion to take the Mayor’s recommendation. Mayor Calhoun declared the motion carried.
12. Mayor Calhoun
asked that the minutes show that the departmental reports were received.
13. Mayor Calhoun
announced that the City Attorney, Jim Turnbach will
discuss the Tim Choate Property.
Mayor Calhoun stated that Mr. Choate owns property on
14. Lloyd Matthews
stated he had received several calls about spraying for mosquitoes. He said he hoped to get a program started and
get the whole city sprayed. He also
discussed stripping and patching Lakeshore.
15. Kris Cornutt
thanked Greg Payne and all the employees who helped to get the trash pick-up
back on schedule. He announced that the
Summer Reading Program had over 300 signed up, and he commended Tina and her
staff for all their hard work.
16. Jeff Overstreet
stated that the two (2) new police cars are on the road. They are Chevrolet Impalas. Also, the election was held this past week
and he thanked Brad Crosby for letting the officials in to use the fire station
at 5:30 a.m.
17. Greg Harwood appeared
before the council to read a letter on behalf of his dad Jeff Harwood.
18. Becky Thompson,
Director of Laboratory
Outreach,
19. Jackie Biddle
appeared before the council inquiring why the audit report for last year has
not been completed. Mayor Calhoun
stated that the auditor is writing her final letter and she lost some of her
employees and it threw her behind.
There being no further business to come before the council
at this time, Bryan Stone made a motion to adjourn.
