CITY OF RAINBOW CITY-COUNCIL MEETING-JULY 23, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Cora Kelly

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Bryan Stone.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of July 9, 2007 for review, and asked if there were any corrections, additions, or deletions.   There being none, Bryan Stone moved and Bobby McCartney seconded the motion to approve the minutes as presented.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun stated that Item 18 of the minutes of July 9, 2007, (to give a one-step pay increase to Jason Green and Scott Richardson) was tabled until tonight.   Bobby McCartney moved and Cora Kelly seconded the motion to take the item off the table.  Mayor Calhoun asked for discussion.   Cora Kelly moved and Bryan Stone seconded the motion to give Green and Richardson a one-step pay increase.   The rate of pay for each is $12.11 per hour.   Mayor Calhoun declared the motion carried.

 

6.  Cora Kelly moved and Bryan Stone seconded the motion to hire Carla Carroll as police officer at $11.00 per hour.  Mayor Calhoun declared the motion carried. 

 

7.  Cora Kelly moved and Bryan Stone seconded the motion to hire Vicki Griffin as dispatcher at $9.00 per hour.  Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun stated that no bids were received for the items in the Revenue Office, City Clerk’s Office, Court Clerk’s Office or Recreation Department.

 

9.  Mayor Calhoun presented Resolution No. 07-07, stating that the city is making application to the Alabama Department of Economic and Community Affairs for grant assistance to develop the Vivian Lee Maddox Sports Complex from the Recreational Trails Program.  The program is funded 80% with a 20% match by the City.  Kris Cornutt moved and Bobby McCartney seconded the motion to give the Mayor the authority to sign the grant.  Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun presented Proclamation No. 07-03, declaring the month of August as Firefighter Appreciation Month.  The department has been working with the Muscular Dystrophy Association in the “Fill-the-Boot Campaign.”   Mrs. Tina Winkles along with her daughter Emily appeared before the council to thank the department for all their work with the MDA and for the assistance MDA provides for Emily.

11.  Mayor Calhoun presented an ad request from the Messenger, The Season:  Football “07,” published August 29, 2007.   Lloyd Matthews moved and Kris Cornutt seconded the motion to purchase two (2) $60.00 ads.  Mayor Calhoun declared the motion carried.

 

12.  Mayor Calhoun presented a request from Chief Ragan to surplus the Animal Control Van, and bids be accepted on Govdeals.com.   Cora Kelly moved and Bryan Stone seconded the motion to accept Chief Ragan’s recommendation.   Mayor Calhoun declared the motion carried.

 

13.  Mayor Calhoun presented a recommendation from Tina Brooks, Librarian to declare the following items as surplus:  seven (7) desk chairs, and two (2) wood chairs with vinyl yellow backs.  Kris Cornutt moved and Lloyd Matthews seconded the motion to declare the items surplus and open bids at 6:00 p.m., August 13, 2007.   Mayor Calhoun declared the motion carried.

 

14.  Mayor Calhoun presented a request form the Alabama Sports Hall of Fame Nationwide Insurance Inaugural Championship 2007, to sponsor a Hole Sign in the amount of $500.00.  There will be 18 holes of championship golf played over 10 courses on Monday, October 1, 2007.  All proceeds will go to the State of Alabama Sports Hall of Fame Foundation.   Lloyd Matthews moved and Kris Cornutt seconded the motion to buy the hole for $500.00.  Mayor Calhoun declared the motion carried.  

 

15.  Lloyd Matthews asked if the Street Department could purchase two (2) trucks.  Discussion followed.

 

16.  Kris Cornutt stated the Summer Reading Program had 549 kids in attendance, and 369 met all the qualifications to get a t-shirt.  The year-end party will be Wednesday, July 25.   He commended Tina and her staff for another great job done.   He also commended the Street and Sanitation Department for the good job they are doing.

 

17.  Mayor Calhoun presented a request from the Coosa Baseball Association’s nine year old All Star Team.  The team has won the District and State Tournaments in the Cal Ripken Minor League Division and will be traveling to the Southeast Regional Tournament in Winterville, North Carolina.  This is the final destination for their age group, and they will be playing against the States of Virginia, North Carolina, Florida, South Carolina, Georgia and Tennessee.   Lloyd Matthews moved and Bobby McCartney seconded the motion to declare this as a Public Purpose and to give $500.00 to the group.

Mayor Calhoun declared the motion carried.

 

18.  Lanny Handy, Dare Officer for Etowah County appeared before the Council and requested the Council sponsor a hole for $l50.00 at the golf tournament benefiting the DARE Program August 11 at Silver Lakes.   Bobby McCartney moved and Lloyd Matthews seconded the motion to sponsor the hole.   Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
