The City Council of
the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30
p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following
members answered present: Mayor, Terry
John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City
Council, the following business was transacted. The meeting was called to order by Mayor
Calhoun. Invocation was given by Bobby
McCartney. Mayor Calhoun led the Pledge
of Allegiance to the flag.
Mayor Calhoun presented
the minutes of June 28, 2010 for review, and asked if there were any
corrections, additions or deletions.
There being none, Bobby McCartney made a motion to approve the minutes
as presented. Kris Cornutt
seconded the motion. Mayor Calhoun
stated all in favor say aye. All ayes. Mayor
Calhoun declared the motion carried.
Mayor Calhoun
presented Noise Ordinance No. 472, and stated this is a public hearing and
asked if anyone has comments for or against the ordinance. No one had comments. Lloyd Matthews made a motion to introduce the
ordinance. Kris Cornutt
made a motion to suspend the rules for immediate consideration. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as

was then held concerning the ordinance.
Lloyd Matthews made a motion to adopt the ordinance. Kris Cornutt
seconded the motion. Mayor Calhoun asked

Mayor Calhoun introduced
Diane Green, with
She then passed out a
sign-in sheet for everyone to sign. Diane stated the grant is for drainage and improvements in Country
Lane,
Mayor Calhoun stated
two bids were received for the painting and wall papering of City Hall. The City will furnish the wall paper. Tommy Pope Construction had a bid of $39,500.00
and Larry Mince Flooring & Interiors by Carolyn had a bid of
$38,500.00. The Decorator Store gave a
price for paint only. Discussion
followed. Lloyd Matthews made a motion
to award the bid to Mince Flooring &
Interiors. Bobby McCartney seconded the
motion. Mayor Calhoun stated all in
favor say aye. All ayes. Mayor Calhoun declared the motion carried.
Mayor Calhoun stated
one bid was received for the 2010 Cargo Van for the Animal Control
Department. The bid was from Ronnie
Watkins in the amount of $20,767.32.
Discussion followed. Larry Keenum made a motion to table the bid until the next
council meeting to check into the recall notice. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
Mayor Calhoun stated
no bids were received for the shredder and microwave in the Police
Department. These items were surplused at the last council meeting. Larry Keenum made
a motion to destroy these items. Bobby
McCartney seconded the motion. Mayor
Calhoun stated all in favor say aye. All ayes.
Mayor Calhoun said
the Building Official negotiated with Bedwell & Whorton Excavating to clean out a ditch in South Hawk
Estates for $975.00. Lloyd Matthews made
a motion for them to clean out the ditch.
Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes, except
Anita Bedwell who abstained. Mayor Calhoun declared the motion carried.
Mayor Calhoun stated
that Officer William Alexander resigned effective July 8, 2010. Larry Keenum made
a motion to accept his resignation.
Bobby McCartney seconded the motion.

Mayor Calhoun stated
the

presented a list from the Recreation Department to declare as surplus: 24 florescent lights, good condition; 1
dimmer panel, broken; 1 popcorn popper, broken; 20 round tables 70”, good
condition; 1 eleven hp pressure washer, broken; and 1 computer & tower, out
of date. Bobby McCartney made a motion
to send out bids and to bid on each item separately, and open the bids July 26,
2010 at 6:00 p.m. Larry Keenum seconded the motion.
Mayor Calhoun stated all in favor say aye.
Mayor Calhoun
presented the following monthly departmental reports: Building, Library, Community Center, Court,
Police and Fire Department. He asked if
anyone has comments. There were
none. He asked the records to show the reports
were presented.
Mayor Calhoun said a
lot of work has been done in the Industrial Park. A few stumps remain, and several loads of
trash need to be hauled off. Also, a
beaver dam needs to be destroyed, and Wiley said Mason Caldwell will tear it down
for $l500.00. Discussion followed. The Mayor also stated he received a letter
from the Department of Transportation on the
Anita Bedwell made a motion to change the policy for payroll deducted
insurance, effective immediately. New
policies will only be accepted during the month of January and June of each
year, except the new insurance for change of employee benefits will be July
2010 for enrollment. Changes will only
be allowed during the month of January and June, except by the Mayor, in the
case of marriage, divorce, birth and/or adoption of a child, and death and
proof of same will by required by payroll.
Lloyd Matthews seconded the motion.

carried.
Anita
Bedwell made a motion for Cobbs,
Allen & Hall to act as an agent at-large on the general liability
insurance. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion
carried. Anita then introduced Linda
Cleveland as a temporary part-time in the Revenue Department for 60 days, at
$8.00 per hour. Lloyd Matthews seconded
the motion. Mayor Calhoun stated all in
favor say aye. All
ayes. Mayor Calhoun declared the
motion carried.
There being no
further business to come before the Council at this time, Kris Cornutt made a motion to adjourn.
