CITY OF RAINBOW CITY-COUNCIL MEETING-AUGUST 22, 2005

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P. M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.  Invocation was given by Bryan Stone.

 

3.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of August 8, 2005 for review, and asked if there were any corrections or additions.  There being none, Kris Cornutt moved and Bryan Stone seconded the motion to approve the minutes as presented.   Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun presented Proclamation #05-02, declaring the week of September 17-23, 2005 as Constitution Week.   Kris Cornutt moved and Jeff Overstreet seconded the motion to adopt this proclamation.   Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun announced that only one bid was received for the garbage truck.  It was Ingram Equipment Company, with a bid of $92,712.00.  Mayor Calhoun announced that the city would purchase the truck on a lease\purchase agreement.   Kris Cornutt moved and Lloyd Matthews seconded the motion to award the bid to Ingram Equipment Company.   Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun asked the council to give him the authority to sign the lease for the financing of the garbage truck.  Kris Cornutt moved and Lloyd Matthews seconded the motion to give the mayor authority to sign the lease.   Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented an ad request as a sponsor of Salute to Industry in conjunction with The Chamber, Gadsden & Etowah County and The Gadsden-Etowah Industrial Development Authority.   Bryan Stone moved and Bobby McCartney seconded the motion to purchase the ad in the amount of $250.00.   Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun presented an ad request for Westbrook Warrior Football home-game package on WJBY in the amount of $600.00.  Died for lack of a motion.

10.  Mayor Calhoun presented a recommendation from Chief Ragan to hire Kelly R. Smith as a police officer at Range 25 Step l7.  Jeff Overstreet moved and Lloyd Matthews seconded the motion to hire Ms. Smith.   Mayor Calhoun declared the motion carried.

 

11.   Mayor Calhoun presented an ad request from the Gadsden State Lady Cardinals in the amount of $50.00, $200.00 or $300.00.  This is for an all color tri-fold brochure.

Bryan Stone moved and Kris Cornutt seconded the motion to purchase a $50.00 ad.   Mayor Calhoun declared the motion carried.

 

12.   Mayor Calhoun presented a request for the Council and Clerk to attend the National League of City Conference in Charlotte, North Carolina, December 6-10, 2005.   Bryan Stone moved and Jeff Overstreet seconded the motion to grant the request.   Mayor Calhoun declared the motion carried.

 

13.  Mayor Calhoun presented a request from Chief Ragan to declare a 1998 Ford Crown Victoria, serial number 3634 as surplus.   Bryan Stone moved and Kris Cornutt seconded the motion to declare the auto as surplus.   Mayor Calhoun declared the motion carried.

 

14.  Kris Cornutt moved and Bryan Stone seconded the motion to take bids on the 1998 Ford Crown Vic until September 12, 2005 at 2:00 p.m.    Mayor Calhoun declared the motion carried. 

 

15.  Mayor Calhoun announced that effective October 1, 2005, the premium for single and family coverage Blue Cross Insurance will be increased by 5%, and he would like for the city to continue to pay all the premiums for the employees.    Kris Cornutt moved and Jeff Overstreet seconded the motion to continue to pay the premiums.   Mayor Calhoun declared the motion carried.

 

16.  Larry Murray appeared before the council concerning the study of the fire department by Condrey and Associates, Inc.   Discussion followed.

 

17.   Lloyd Matthews announced that the city is contracting with the county to cut the road sides in the city, and hopes they can continue cutting until the season is over.  The city’s bush hog was sent to be repaired and the cost was $6300.00.  Lloyd stated that he hopes to purchase a new bush hog in the spring from the State bid list.      

 

18.  Kris Cornutt announced that he left Nancy Cosby, Library Board Member out when thanking everyone for their help with the Summer Reading Program, and he wanted to thank her also.  He reported that the library has an Ancestor Library Addition that you can access at the library for help in looking up your ancestors, and that kids that need help with their homework can go to homeworkalabama.org, and get free live tutoring from 3 p.m. until midnight.  He also reported that September is National Library Card sign up month, and he challenged everyone on the council to get a library card.

 

19.  Bryan Stone reported that the city had adopted a policy where employees could only make changes with their insurance in February, and that he would like to change this.  This is for payroll deducted insurance.  Bryan moved and Kris Cornutt seconded the motion that new policies be implemented by the clerk when signed and also when a company does increases system wide.   Mayor Calhoun declared the motion carried.

Mayor Calhoun reported that he had worked with the clerks on the previous policy through the city attorney and city auditor.   The payroll deducted insurance has created several problems for the clerks.  The City has 99 employees that have payroll deducted insurance, with a total of seven (7) insurance companies that are being deducted.  The clerks have worked eighty (80) hours trying to clear up problems arising from these deductions.  Mayor Calhoun reported that he called Attalla, Gadsden, and Glencoe and

they have changes done once a year.  He spoke to Southside and Glencoe and they only have a few employees with payroll deductions.

 

20.  Jeff Overstreet reported that Officer Chase Jenkins reported to him that the I.T.T.S. Training Class that the city sent money to for a firearms class was filled and has a waiting list.  The city has recovered the money for this class.   Jeff also reported that the Fire Department “Fill the Booth Campaign” would be August 27, 2005, from 8:00 a.m. to 1:00 p.m. on Saturday.   He asked that everyone support these guys because they are giving their time for this campaign.

 

There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
