CITY OF RAINBOW CITY-COUNCIL MEETING-NOVEMBER 8, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 8:00 a.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Cora Kelly

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Kris Cornutt.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun stated this meeting is being held to take the place of the regular meeting schedule for November 12, 2007, which is a holiday.

 

5.  Mayor Calhoun presented the minutes of October 29, 2007 for review and asked if there were any corrections, additions, or deletions.  There being none, Bryan Stone moved and Cora Kelly seconded the motion to approve the minutes as presented.  Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun asked the clerk to read Resolution No. 07-09, asking the State to reduce the speed limit at the crossroads.   He stated that our Senator, Larry Means, and Representative, Blaine Galliher will take the resolution to the Governor’s Office and the State Highway Director for approval.   Cora Kelly moved and Kris Cornutt seconded the motion to adopt the resolution.  Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun stated he had only one bank proposal for the purchase of the Chert pit and etc.   He stated he should receive more proposals by the next council meeting.

 

8.  Mayor Calhoun presented a request for the clerk to attend the 84th Congress of Cities & Exposition in New Orleans, November 13-17, 2007.   Cora Kelly moved and Bryan Stone seconded the motion to approve the request.  Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun presented a cost from Regina Terrell of Rainbow City of $1250.00 for labor to paint and approximately $400.00 for the paint to paint the Rainbow Sculpture at Rainbow City Industrial Park. Bobby McCartney moved and Kris Cornutt seconded the motion to have this done.   Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun asked the Building Official, Wiley McLain to discuss the ditch cleaning.  Wiley stated that Caldwell Excavation & Hauling can clean and widen the ditch from Hwy 77 to the back water off Brown Avenue for $4800.00.   He stated this is subject to an easement the City will have to obtain.   Discussion followed.     Lloyd Matthews moved and Bryan Stone seconded the motion for Wiley to obtain the easement and have the ditch cleaned out.   Mayor Calhoun declared the motion carried.

11.  Mayor Calhoun presented a request for Retail Table Wine (Off Premises Only) and Retail Beer (Off Premises Only) from Hamzeh Anasweh, new owner of Rainbow Citgo, located at 4101 Rainbow Drive.   Bryan Stone moved and Bobby McCartney seconded the motion to approve this request.   Mayor Calhoun declared the motion carried.

 

12.  Mayor Calhoun stated that Charles Barber in the Sanitation Department is having surgery and he would like to hire a temporary worker in his place until he returns.  Discussion followed.   Bobby McCartney moved and Cora Kelly seconded the motion to hire a temporary employee at $8.00 per hour until Mr. Barber returns to work.  Mayor Calhoun declared the motion carried.

 

13.  Mayor Calhoun presented the monthly departmental reports and asked if anyone had comments or questions.   None were received.

 

14.  Lloyd Matthews stated that the outside of City Hall looked great, and he would like to see new carpet and paint for the inside of City Hall. 

 

15.  Kris Cornutt stated he received an excellent report from the library, and all the numbers were up.

 

16.  Cora Kelly stated that the Dispatcher position closed, and she will get with the others to set up interviews.

 

17.  Ken Roark stated that the nuts are in, and the Lions Club will start selling Friday, November 9, in the Revenue Department.

 

18.  D. C. Walker inquired about the status of police officers in the City.  Discussion followed.

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
