CITY OF RAINBOW CITY-COUNCIL MEETING-NOVEMBER 23, 2009

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, absent, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

1. Mayor Calhoun presented the minutes of November 9, 2009 for review and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to adopt the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

2. Mayor Calhoun presented Resolution No. 09-10, giving him the authority to sign an agreement with the State of Alabama, acting by and through the Alabama Department of Transportation for the Construction program to extend Black Creek Parkway South to Steele Station Road, 4 lane in the City of Rainbow City. (Project #STMOA-8104 (600). Larry Keenum made a motion to adopt this resolution. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

3. Mayor Calhoun presented an ad request for the Chamber Directory. Died for lack of a motion.

4. Mayor Calhoun presented an ad request with the Gadsden Messenger to promote the Christmas Tree Lighting. Died for lack of a motion.

5. Mayor Calhoun stated it will cost $5100.00 to extend sewer to Rainbow Monument. It could not be done five (5) years ago because Hwy 77 was being 4-laned. Discussion followed. Anita Bedwell made a motion to extend the sewer. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

6. Mayor Calhoun presented an ad request from the Gadsden Times to promote our troops. Died for lack of a motion.

7. Mayor Calhoun presented an ad request from the Gadsden Messenger for the Annual Christmas Greetings. Died for lack of a motion.

8. Kris Cornutt stated that at the last council meeting Patrick Brown was hired at the starting rate of pay of $9.75 per hour and it should have been $11.00 per hour. Kris made a motion to adjust his pay to $11.00 per hour at the next pay period. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

9. Belinda Marble appeared before the Council requesting funds for the Rainbow City Crimson Panthers. Discussion followed. Anita Bedwell made a motion to give them $250.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

10. Kris Cornutt made a motion to adjourn into Executive Session at 7:00 p.m. to discuss a personnel matter. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

11. Kris Cornutt made a motion for the Council to continue the Council Meeting at 7:15 p.m. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

12. Kris Cornutt made a motion to adjourn.
