CITY OF RAINBOW CITY-COUNCIL MEETING-NOVEMBER 26, 2007

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Kris Cornutt.

 

3.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of November 8, 2007 for review and asked if there were any corrections, additions, or deletions.  There being none, Bryan Stone moved and Cora Kelly seconded the motion to approve the minute as presented.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun presented a recommendation from Chief Potter to post a firefighter/paramedic position and close the posting December 6 at 2:00 p.m.  Cora Kelly moved and Bryan Stone seconded the motion to post this position.  Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun presented an ad for the 2008 Membership Directory at the Chamber of Commerce.  The ad last year was a black and white page for $750.00.  Bryan Stone moved and Bobby McCartney seconded the motion to purchase the ad.  Lloyd Matthews asked to amend the ad to a ½ page ad.   Discussion followed.  Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented a recommendation from Chief Ragan to post the position of police officer, and close the posting Thursday, December 6, at 2:00 p.m.   Cora Kelly moved and Bryan Stone seconded the motion to post this position.  Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented a recommendation from Chief Ragan to post the position of dispatcher, and close the posting Thursday, December 6, at 2:00 p.m.  Bryan Stone moved and Cora Kelly seconded the motion to post this position.   Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun stated the new pay scale was completed and recognized Bryan Stone, Chairman of the Finance Committee.  Bryan stated there were three (3) objectives for this plan:  (l) the main one is to covert the percentage scale to a dollar or cents scale; (2) develop a classification system for jobs in the City; (3) and to provide a competitive pay scale.   He stated the committee (Cora Kelly and Kris Cornutt) has worked on this for several months.  They looked at job titles and similar positions in cities of this size.  There are ten (l0) steps in the classification, and Rainbow City is at or above most cities in comparing this pay scale.  He stated no one’s pay will be cut, and 70% of the employees will receive from 1-24 cents when put in the proper step on the scale. Two (2) employees will not receive a pay increase, some will go up a dollar or more, and some are out of the pay range and will not receive an increase.   This does not apply to part-time employees. 

Bryan moved and Cora Kelly seconded the motion to adopt the pay scale.  Discussion followed.  Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun stated the bid is ready to be awarded for the concession stand and scorer’s tower at the Vivian Lee Maddox Sports Complex. He recognized Bobby McCartney, Recreation Department Chairman.  Bobby stated four (4) bids were received:

(1)  Allen Building Company, $652,095.00; (2) Boatner Construction Company, $614,551.00; (3) B. D. Welch Construction, $584,700.00; and (4) Jim Wilson Construction, $624,277.00.   B D. Welch Construction had the lowest bid in the amount of $584,700.00.  Bobby stated the committee met with him and the bid was lowered to $438,386.00.  Bobby moved and Bryan Stone seconded the motion to accept the lowered bid.   Mayor Calhoun declared the motion carried.   Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

11.  Mayor Calhoun presented Resolution No. 07-10, to purchase 209 acres on Lumley Road for an Industrial Park, and to purchase the Chert pit in St. Clair County consisting of 42 acres, and to payoff City Hall.  The amount of the loan is $2 1/2 million.   It will be an unsecured loan with no fees, financed with the Exchange Bank for l5 years.   The City will use $l00,000.00 of this amount to develop the Industrial Park.  This resolution gives the Mayor and City Clerk the authority to execute any and all documents deemed necessary to handle this transaction.   Mayor Calhoun stated the City owes $450,000.00 on City Hall as of November 1, 2007.  The cost for the purchase of the Chert Pit is $110,000.00 and the cost for the 209 acres on Lumley Road is $l,790,000.00.   The payment will run approximately $19,000.00 monthly.   Mayor Calhoun stated the Rainbow City Industrial Park and the Deerfoot Industrial Park brought in $344,143.00 in revenue in 2005 and $417,015.00 in 2006.   Bryan Stone moved and Cora Kelly seconded the motion to adopt this resolution.   Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

12.  Kris Cornutt thanked the Sanitation Department for all the work that they did during the holidays, and for all the work they do in bad weather.

 

13.  Cora Kelly stated the police department had received two checks totaling $l6,214.72,                        and needed to amend the budget to purchase a new copier totaling $6,827.37 and $9,387.35 for Communications Improvement and a Training Complex.   The check for $l4,874.72 was from the City of Gadsden for ½ of the sale of a house seized in a drug deal and a check for $1340.00 was from the sale of the Law Enforcement 2008 Calendar.  Cora moved and Bryan Stone seconded the motion to amend the budget for these purchases.   Mayor Calhoun declared the motion carried.

 

14.  Bobby McCartney stated that the Rainbow City Christmas Tree Lighting will be Tuesday, December 4, 2007 at 6:00 p.m., and that the Annual Christmas Dinner will be Friday, December 21, 2007 at 11.30 p.m. at the Community Center.

 

15.  Terry Smith discussed the pay steps and raises for the city employees.   Discussion followed.   Ken Roark also discussed the pay increases.  Discussion followed.

 

There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
