The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Calhoun.
2. Invocation was given by Bryan Stone.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun stated that the
first item of business tonight is to appoint a new council member to replace
Jeff Overstreet, Place One, who resigned to take a seat on the

Mayor Calhoun declared the motion carried. Mayor Calhoun then asked Judge Stover to swear Cora in. Mayor Calhoun thanked all who came for the interview today, and stated that it was a hard decision to choose among such good candidates.
5. Mayor Calhoun presented the minutes of November 13, 2006 for review and asked if there were any corrections, additions or deletions. There being none, Kris Cornutt moved and Bryan Stone seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.
6. Mayor Calhoun presented
Ordinance No. 441 and stated a public hearing is being held concerning the
rezoning of the property of Robert Walls and Jan Heaton on

Mayor Calhoun declared the motion carried.
7. Bryan Stone moved and Lloyd Matthews seconded the motion to adopt Ordinance No. 441. Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.
8. Mayor Calhoun stated a public hearing is being held concerning a recommendation from the Building Department to add Ordinance No. 404, adopted June 24, 2003 to the present zoning ordinance. Ordinance No. 404 is the specifications by which a street must be built to be accepted for city maintenance, and will be added to the zoning ordinance in Article IV, Section 223. Lloyd Matthews moved and Kris Cornutt seconded the motion to add this ordinance to the zoning ordinance. Mayor Calhoun declared the motion carried.
9. Mayor Calhoun presented a
request from the Greater Etowah Mental Retardation 310 Board for a $1200.00
pledge to help in providing services to the mentally disabled adults of
10. Mayor Calhoun presented a request from WJBY to play Christmas music all day December 24 and 25th for $l50.00 or $l00.00 for an hour of music on Christmas Day.
Motion died for lack of a motion.
11. Mayor Calhoun presented a
request for a liquor license for the Fuzzy Duck located at
12. Mayor Calhoun presented a request for a street light on pole number 114, Sweetwater. Lloyd Matthews moved and Kris Cornutt seconded the motion to install the street light. Mayor Calhoun declared the motion carried.
13. Mayor Calhoun stated that
the Fire Mini Pumper was sold on Govdeals.com to Ingenex Inc.,
14. Mayor Calhoun announced that the Christmas Tree Lighting is Tuesday Night, December 28, 2006 at 6:00 P. M.
15. Kris Cornutt stated that he echoed what Mayor Calhoun said about the candidates. He stated we had some outstanding candidates that presented themselves for service.
Kris also stated that Vernon Dolberry has done an outstanding job on the Library Board, but he is moving. Kris moved and Bryan Stone seconded the motion to appoint Scott Dobbins to the board. Mayor Calhoun declared the motion carried.
16. Cora Kelly thanked the council for appointing her and stated there were a lot of good candidates who applied for this position.

17. Bobby McCartney thanked Mo Jackson of the Gadsden Times and the Gadsden Times for the article on Disc Golf. He stated the baskets were ordered. He also thanked everyone who has helped with the tree lighting.
There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
