CITY OF
The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:
Terry John Calhoun, Mayor
Jeff Overstreet, absent
Bobby McCartney
Lloyd Matthews
Bryan Stone
Kris Cornutt
The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Terry John Calhoun.
2. Invocation was given by Lloyd Matthews.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun presented the minutes of November 14, 2005 for review, and asked if there were any corrections, additions, or deletions. Bryan Stone moved and Kris Cornutt seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.
5. Mayor Calhoun presented a recommendation from the Police Chief, Allan Ragan to hire Deborah Rhoades as police officer at Range 25 Step 17 to replace Nicholas Gaskin who was hired at the council meeting November 14, 2005, but decided not to take the job. Bryan Stone moved and Kris Cornutt seconded the motion to hire Ms. Rhoades.
Mayor Calhoun declared the motion carried.
6. Mayor Calhoun read the following list of equipment that was declared as surplus at the council meeting November 14, 2005, along with the bidders:

Lloyd Matthews moved and Bryan Stone seconded the motion to accept the high bid for each of the surplus items. Mayor Calhoun declared the motion carried.
7. Mayor Calhoun
asked the council to give him the authority to sign a contract to dump wood
products with Jerry Tibbs located in St. Clair County at $5.00 per load. The city attorney is drawing up the
contract. He stated that the business
name was formerly Reynolds Chert Pit, and it is already ADEM approved. Only natural wood products (small tree limbs and leaves, and they
have to be bagged) can be dumped. The
city will start using this site January 3, 2005. Kris Cornutt stated the city will finish
trash pickup on the same schedule we had before, until the end of the
year. It will be a little slow, because
the trash is being carried to
8. Mayor Calhoun
presented Resolution NO. 05-14, to extend
9. Mayor Calhoun presented an ad request for $125.00 from the Southern Christian Leadership Conference Committee. Died for lack of a motion.

11. Mayor Calhoun presented the following travel\tuition:

McLain to attend the following seminars in
l. 2003 IBC Performing Nonstructural Plan Reviews, January 3 and 4, 2006
2. 2003 IBC Performing Structural Plan Reviews, January 5 and 6, 2006
Cost of each class is $290.00. There will be no hotel expense, travel only.
Kris Cornutt moved and Bobby McCartney seconded the motion to grant the travel\tuition. Mayor Calhoun declared the motion carried.
12. Lloyd Matthews commended the street and sanitation departments for cleaning up pioneer, with only two (2) weeks to clean up. He stated they did a great job. Greg Payne stated that the recreation department also helped with the cleanup.
13. Kris Cornutt said he backed up what Lloyd said about these departments, and asked the citizens to only put out natural wood products for trash pickup. He also announced that the Christmas Tree Lighting would be Tuesday Night at 6:00 P. M.
14. Bobby McCartney stated that the Coosa Christian Jr. High basketball team needed to use the gym for five (5) nights for their games. Bobby moved and Bryan Stone seconded the motion to grant them the permission to use the gym. Mayor Calhoun declared the motion carried.
There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
