The City Council of the City of
Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and
upon roll call by Beth Lee, acting City Clerk/Treasurer the following members
answered present: Mayor Terry John
Calhoun, Council members: Anita Bedwell,
absent, Bobby McCartney, Lloyd Matthews, Larry Keenum and
The same constituting a quorum of
the City Council, the following business was transacted. The meeting was called to order by Mayor
Terry John Calhoun. Invocation was given
by Rodney Prickett, Pastor of Riddles Bend Baptist
Church. Mayor Calhoun led the Pledge of
Allegiance to the flag.
1. Mayor Calhoun presented the minutes of
November 14, 2011 for review and asked if there were any corrections,
additions, or deletions. There being
none, Lloyd Matthews moved and Larry Keenum seconded the motion to approve the
minutes as presented. Mayor Calhoun
stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
2. Mayor Calhoun stated a public hearing is
being held concerning Ordinance No. 479 which is an ordinance to provide for
the inspection of rental properties in

carried.
3. Larry Keenum moved and Lloyd Matthews
seconded the motion to adopt Ordinance No. 479.

4. Mayor Calhoun
stated a public hearing is being held concerning the 2010 Community Development
Block Grant for the Drainage Improvement Project. He introduced Diane Glenn of East Alabama
Regional Planning and Development Commission who is conducting the public
hearing. She stated that the original
bid was awarded to Benchmark Construction LLC for $414,961.00 which was
$130,689 below the original estimated cost of $545,650. The additional $130,689 can be spent on the
project through a change order to add items not originally included in the
bid. The money will be spent to widen
the drainage ditch north of the trailer parks to accommodate more storm water
and erect a chain link fence around the perimeter of all concrete ditches to
prevent children from getting into the ditches.
Mayor Calhoun asked if anyone would like to speak for or against the
additions to the project. No one spoke
for or against the additions.
5. Mayor Calhoun presented Resolution No. 11-11
to construct additional improvements for the 2010 Community Development Block
Grant Project No. LR-CM-PF-10-023 for

letter from the State EMA notifying that Gov. Bentley has designated Individual
and Community Safe Room projects a priority after the April 2011 tornadoes. The letter projects $597,999 to be available

7. Mayor Calhoun stated that he had received a
letter from Rob Grant, Manager of the Recreation & Conservation Unit for
ADECA. The letter addressed 3
deficiencies on the LWCF Project 01-00214
8. Mayor Calhoun received a request from the
Rainbow City Panthers Cheerleaders for a donation to go to Nationals in
Gatlinburg on Dec. 3rd & 4th. Lloyd Matthews moved to give them $250.00 and
9. Mayor Calhoun read a letter from the Calhoun
County Commission stating that they are reimbursing the City in the amount of
$6,581.43 for mutual aid in response to the April 27, 2011 tornados.
10. Lloyd Matthews reported that he received a
call from the family of Harold White who passed away recently. The family wished to express their gratitude
to officer, John Hall who displayed professionalism and compassion to the
family while they waited for the body to be removed from the house.

12. Bobby McCartney moved for the ball teams to
operate the concession stands and sign a contract regarding this. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say

Calhoun declared the motion carried.
11. Mayor Calhoun recognized Wayne Garmon and congratulated him on his retirement and being
the second oldest officer in the state and commended him on a job well done.
