The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Calhoun.
2. Invocation was given by Bobby McCartney.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun presented the minutes of November 26, 2007 for review and asked if there were any corrections, additions, or deletions. There being none, Bryan Stone moved and Cora Kelly seconded the motion to approve the minutes as presented. Mayor Calhoun declared the motion carried.

Mayor Calhoun stated a public hearing is being held concerning Ordinance
No. 457, the deannexation of the property of the City of Gadsden (Old Pollock
Property) consisting of 4l.58 acres more or less located on Steele Station
Road. He asked if anyone would like
to speak for or against the ordinance.
Larry Murray stated he was opposed to it because he is against decreasing
the city limits. Mike McCain stated
he would like to speak in favor of the deannexation because a new industry will
be located on this property with a capital investment of $l00,000.00, and the property is contiguous to the property on

Mayor Calhoun declared the motion carried.
6. Bryan Stone moved and Bobby McCartney seconded the motion to adopt Ordinance No. 457. Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.
7. Mayor Calhoun announced a public hearing is being held to adopt the Comprehensive Plan for the City. He asked Wiley McLain, Building Official for comments. Wiley stated that the Comprehensive Plan for the City has not been updated since 1970, and needs to be updated about every five (5) years because of rezoning property, etc. Mayor Calhoun stated that the Planning Commission has posted and had a public hearing and made a recommendation to the Council. Mayor Calhoun stated the Council will make a decision the next Council Meeting, the seconded Monday in January. (January 14, 2008).
8. Mayor Calhoun recommended the appointment of Mona Wallace and Tommy Moon to the Planning Commission for a six (6) year term, expiring October 24, 2013 Cora Kelly moved and Bryan Stone seconded the motion to make these appointments. Mayor Calhoun declared the motion carried.
9. Mayor Calhoun referred the hiring of police officers to the Public Safety Chairman, Cora Kelly. Cora stated the committee met and chose two (2) officers. Cora moved and Lloyd Matthews seconded the motion to hire Charles Simmons and Wayne Garmon at $12.50 per hour, both starting to work on January 4, 2008. Mayor Calhoun declared the motion carried.
10. Mayor Calhoun referred the hiring of a fireman to the Public Safety Chairman, Cora Kelly. Cora moved and Lloyd Matthews seconded the motion to hire Jeffery Todd Cook at $l0.50 per hour, beginning work on December 16, 2007. Mayor Calhoun declared the motion carried.
11. Mayor Calhoun asked Chief Ragan for comments on Police Officer Carla Carroll. Chief Ragan stated he terminated her on Monday December 3, 2007 at l:00 p.m. Cora Kelly moved and Bryan Stone seconded the motion to accept this termination. Mayor Calhoun declared the motion carried.
12. Mayor Calhoun presented a request from the Building Department to declare one (l) Canon Copier NP 2120, I.D. #10636868 as surplus and put it on govdeals.com to sale.
Bobby McCartney moved and Cora Kelly seconded the motion to surplus the copier and put it on govdeals.com to sale. Mayor Calhoun declared the motion carried.
13. Mayor Calhoun presented a request from the Messenger for Holiday Greetings. Bryan Stone moved and Cora Kelly seconded the motion to purchase a black and white quarter page ad in the amount of $l95.00. Mayor Calhoun declared the motion carried.
14. Mayor Calhoun asked that the records show that the monthly departmental reports were received.
15. Mayor Calhoun stated he would like to commend the Street and Fire Departments for the work they did on the Christmas Tree Lighting. He also read a letter he received from the State Highway Department concerning the angel Christmas lights at the crossroads, and that the City has fifteen (15) days to take them down. Southside has also been asked to take theirs down. Mayor Calhoun stated he would like to declare a one (l) time holiday on December 31, 2007. Bobby McCartney moved and Bryan Stone seconded the motion to declare this holiday. Mayor Calhoun declared the motion carried.
16. Lloyd Matthews made a motion to give all City employees a one time check in the amount of $l00.00. Motion died for lack of a second.
17. Cora Kelly stated she wanted to commend Tommy Watts and John Hall for a job well done in the recent arrest of two suspects who had entered two (2) residents.
18. Bobby McCartney stated he wanted to echo what the Mayor said about the tree lighting. He also stated that the roofs were put on the buildings at Rainbow Landing and
the tennis courts had been worked on and the boy scouts said they would paint.
19. Larry Murray appeared before the council and thanked the council for the one-time holiday on December 31, 2007. He also discussed the schooling the firefighters obtain to continue in their jobs and gave copies to the council.
20. Mr. Arthur Reeves appeared before the Council concerning Ordinance No. 423. Discussion followed.
There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
