CITY OF RAINBOW CITY-COUNCIL MEETING-DECEMBER 14, 2009

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer the following members answered present: Mayor, Terry John Calhoun; Council members;

Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

1. Mayor Calhoun presented the minutes of November 23, 2009 for review and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

2. Mayor Calhoun reported that Emily McConnell was terminated November 25, 2009. Larry Keenum made a motion to approve the termination. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

3. Mayor Calhoun presented a request from the Greater Etowah Mental Retardation 310 Board for a donation of $1200.00. Bobby McCartney made a motion to amend the budget to give them the money. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

4. Mayor Calhoun stated it was time for Kenneth Payne’s six-month pay increase. Lloyd Matthews made a motion to put Kenneth at the rate of pay of $12.00 per hour. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

5. Mayor Calhoun stated the Chief recommended posting the position of Dispatcher in the Police Department. Larry Keenum made a motion to post the position December 15, 2009 and close the posting December 30, 2009 at 4:00 p.m. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

6. Mayor Calhoun asked the records to show that the monthly departmental reports were presented.

7. Mayor Calhoun stated he has spoken with Deborah Gaither, Director of the Gadsden/Etowah County Emergency Management Agency concerning Rainbow City’s commitment to purchase radios which will be provided to each member of our police and fire department, as well as in police vehicles. The grant will be used to enhance communications between our agency and the surrounding county emergency providers. The total grant amount is $296,067.18. Mayor Calhoun stated the city’s commitment of funds needs to be between 10 to 20% of the total funding. Larry Keenum made a motion for the city to commit 10% of the funding. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

8. Lloyd Matthews made a motion to give all city employees a one time pay raise in the amount of $100.00 at the next pay period. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

9. The Council wished everyone a Merry Christmas and Happy New Year.

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
