CITY OF RAINBOW CITY-COUNCIL MEETING-FEBRUARY 28, 2005

 

The City Council of the City of Rainbow City, Alabama, met in a regular session at City Hall at 6:30 P.M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.  Invocation was given by Bryan Stone.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.   Mayor Calhoun presented the minutes of February 14, 2005 and February 21, 2005 and asked if there were any corrections.   Bobby McCartney said that Item 20 of the minutes of February l4, 2005 should be $65,000.00 for the Community Development Block Grant for the Recreation Department.   Kris Cornutt moved and Bryan Stone seconded the motion to approve the minutes as presented with this correction.    Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun presented the following requests:  April is National Child Abuse Month and  blue ribbons are $l0.00 each.    Ad request from Lake City Quartet: 1/3 page $25.00, ½ page $50.00 and one page, $100.00.   No action taken.

 

6.  Mayor Calhoun presented a request from Joey Jones and Michael White to deannex their property in Whorton Bend.    The property was annexed into the City in 1978.    Bryan Stone moved and Lloyd Matthews seconded the motion to deannex the property.   Mayor Calhoun asked for a roll call vote:

Mayor Calhoun declared the motion carried.

 

7.  Mayor Calhoun presented a request from Acting Chief Melvin Potter to add Ron Mathew Hunter as a new volunteer fireman.    Jeff Overstreet moved and Kris Cornutt seconded the motion to add him to the roster.   Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented the following names to be added as signers to the Fire District Fund at The Bank of Rainbow City:    Mayor Calhoun, Barbara Wester, Susan Silvey and Donna Kilgore.    Bryan Stone moved and Bobby McCartney seconded the motion to add these names to the account.    Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun presented the following travel\tuition:

Class expense for Cheryl Ayers and Kaye Farley to attend a Local Government Data Processing Conference, March 9, 2005 in Chattanooga at a cost of $298.00.   No lodging fee.

Bryan Stone moved and Bobby McCartney seconded the motion to grant the travel\tuition.  Mayor Calhoun declared the motion carried.

 

10.  Mayor Calhoun recognized Acting Chief Jeff Harwood for his completion of 40 hours of training in Police Management at Level One at the Alabama Association of Chiefs of Police Conference.     He also presented a recommendation from Jeff to give a one-step pay increase to Officer Scott Holderfield for his one-year of service.  Jeff Overstreet moved and Lloyd Matthews seconded the motion to grant the pay increase.   Mayor Calhoun declared the motion carried.

 

11.  Mayor Calhoun presented a contract from East Alabama Regional Planning and Development Commission for the proposed Comprehensive Plan and Computer Mapping Project.   The project should be completed over a three-year period.    Bryan Stone moved and Kris Cornutt seconded the motion to give the Mayor the authority to sign this contract.   Mayor Calhoun declared the motion carried.

 

12.  Lloyd Matthews requested a street light be installed at 170 Swindall Circle, Pole number 30211.   Lloyd moved and Bryan Stone seconded the motion to install the light.   Mayor Calhoun

declared the motion carried.

 

13.  Lloyd Matthews discussed the striping of Canoe Creek Road.   Discussion followed.

 

14.  Kris Cornutt commended Jessie and his department for all their hard work, and for keeping the trash system moving smoothly.

 

15.  Jeff Overstreet announced that the City will be taking applications for Chief of Police from  March 7, 2005 through March 29, 2005 at 2:00 P. M. 

 

16.  Bobby McCartney thanked all the employees in the Recreation Department for their hard work.  He stated that the department was in the process of using the grant money to put up the new fence, and to purchase aluminum bleachers at the ball field.  Work on the parking lot will start when it quits raining.  

 

17.  Mayor Calhoun announced that he has been in office five (5) months and wants to thank the employees for the good job they do, and to say how much he appreciates each one, and that no city has any better employees.

 

There being no further business to come before the Council at this time, Bryan Stone made a motion to adjourn.
