CITY OF RAINBOW CITY-COUNCIL MEETING-FEBRUARY 13, 2006

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney

Lloyd Matthews

Bryan Stone

Kris Cornutt, absent

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Calhoun.

 

2.  Invocation was given by Jeff Overstreet.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of January 23, 2006 for review, and asked if there were any corrections, additions, or deletions.  There being none, Lloyd Matthews moved and Bryan Stone seconded the motion to approve the minutes as presented.  Mayor Calhoun declared the motion carried.

 

5.  Mayor Calhoun recommended the purchase of a tractor and bush hog for the Street Department.  It is a 5460 Massey Ferguson, with a 20 ft. boom costing $72,397.32 from the State Bid list.   Lloyd Matthews moved and Bobby McCartney seconded the motion to give the mayor the authority to do whatever financing is necessary to purchase this tractor off the State Bid list.   Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun recognized Brant Biddle who won the Spelling Bee at Rainbow Middle School and for winning first place in the County Public Speaking contest.

 

7.  Mayor Calhoun presented an ad request in the amount of $100.00 from the baseball team for a sign on the fence at Southside High School.  Bobby McCartney moved and Bryan Stone seconded the motion to purchase the ad.   Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun presented a request to surplus vehicle #5733 from the police department.  The vehicle is wrecked and parts used on other vehicles.  Jeff Overstreet moved and Bryan Stone seconded the motion to declare the vehicle surplus and post for bids, and open the bids at the next council meeting at 6:00 P. M. on February 27, 2006.

Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun asked that the position of City Mechanic be eliminated, and to contract mechanical work for the Street & Sanitation Department with North Alabama Emergency Vehicle Maintenance.  Lloyd Matthews moved and Jeff Overstreet seconded the motion to eliminate the position.  Mayor Calhoun declared the motion carried.  Jeff Overstreet moved and Bryan Stone seconded the motion to contract the mechanical work with North Alabama Emergency Vehicle Maintenance.   Mayor Calhoun declared the motion carried.

10.  Mayor Calhoun presented a request from the police department to purchase five (5) Motorola PM 400 Mobile Radios, seven (7) Motorola PR 400 Portable Radios, three (3) Mobile High Gain Antennas, and eight (8) Mobile Console Dividers for a total of $5600.00 and an installation charge of $800.00, totaling $6400.00 for the system, equipment and installation.   Jeff Overstreet moved and Bryan Stone seconded the motion to purchase these radios.   Mayor Calhoun declared the motion carried.

 

11.  Mayor Calhoun requested the council to give $3,000.00 to each of the following schools:  Rainbow Middle, John Jones and Southside High.   Bryan Stone moved and Jeff Overstreet seconded the motion to grant the request.  Mayor Calhoun declared the motion carried.

 

12.  Mayor Calhoun presented an ad request from the Messenger Newspaper for a ˝ page ad for “Progress ‘06” for $375.00.   Bryan Stone moved and Jeff Overstreet seconded the motion to grant the request.   Mayor Calhoun declared the motion carried.

 

13. Mayor Calhoun presented a request from the Greater Etowah 310 Board for $1200.00.  Lloyd Matthews moved and Bobby McCartney seconded the motion to grant the request.   Mayor Calhoun declared the motion carried.

 

14.  Mayor Calhoun asked that the records show that Jason Beam, Firefighter\Paramedic, resigned effective February 10, 2006.   Also, Thomas Hunt, Police Officer resigned effective February 13, 2006.

 

15.  Jeff Overstreet moved and Lloyd Matthews seconded the motion to post the Police Officer position, and the closing date is February 24, 2006, at 2:00 P. M.    Mayor Calhoun declared the motion carried.

 

16.  Mayor Calhoun presented a request from Melvin Potter, Fire Chief, to solicit bids and purchase one new cardiac monitor/defibrillator for the Fire Department.  (Proceeds will come from the Fire District Fund.)   Bids will be opened February 23, 2006 at 2:00 P. M.   Mayor Calhoun declared the motion carried.

 

17.  Mayor Calhoun recommended the following raises for city employees;

            All employees under $12.00 per hour--$.60 per hour

            All employees $l2.00 to $18.00 per hour--$.20 per hour

            All employees $l8.00 and over--$.15 per hour

There raises will be effective, Friday, February 17, 2006.   Bryan Stone moved and Jeff Overstreet seconded the motion to approve Mayor Calhoun’s recommendations.   Mayor Calhoun declared the motion carried.

 

18.  Mayor Calhoun presented the following departmental reports:  Police & Animal Control, Fire, Court, Library, Community Center and Building Department.

 

19.  Jeff Overstreet thanked the fire and police department for their quick response a few weeks ago when he went home and his alarm system went off.

 

20.  Bobby McCartney stated that a part-time helper is starting this Friday in the Recreation Department.  He is the same one they used last year.  (Tony Robertson) The men have started getting the fields ready for ball playing.  He also said he received a letter from Coosa Christian thanking the city for letting them use the gym and they donated $250.00 to the recreation department.  Bobby also stated that he received a letter from the Coosa Baseball Association, and will take into consideration their request at a later time.

21.  Lloyd Matthews thanked the county engineers for repairing the rough spot at CVS.

 

22.  Mayor Calhoun thanked the employees for the job they do and stated that he hoped the raise would help, because it was the best the city could do at this time.

 

23.  Bryan Stone moved and Lloyd Matthews seconded the motion to give the MANNA Program $500.00.   Mayor Calhoun declared the motion carried.

 

24.  Allan Ragan, Police Chief asked the council to hire another police officer.  He stated the present posting would replace Thomas Hunt. 

 

There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
