CITY OF RAINBOW CITY-COUNCIL MEETING-FEBRUARY 27, 2006

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney, absent

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.   Invocation was given by Kris Cornutt.

 

3.  Mayor Calhoun led the pledge of allegiance to the flag.

 

4.  Mayor Calhoun presented the minutes of February 13, 2006 for review, and asked if there were any corrections, additions, or deletions.  There being none, Jeff Overstreet moved and Bryan Stone seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun announced that one bid was received for the surplus vehicle #5733.  Huey Woodard had a bid of $25.00.  Kris Cornutt moved and Bryan Stone seconded the motion to award the bid to Mr. Woodard and to give him ten (l0) days to remove the vehicle.  Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun announced that one bid was received for the defibrillator for the fire department.  Medtronic Emergency Response Systems had a bid of $l7,282.25.    Mayor Calhoun stated that the funds to pay for this would come out of the fire district fund.   Jeff Overstreet moved and Lloyd Matthews seconded the motion to purchase the defibrillator.  Mayor Calhoun declared the motion carried.

 

7.   Mayor Calhoun announced that bids were opened for the reroofing of the Recreation Center:    Alabama Roofing & Sheet Metal had a bid of $l37,450.00, GLK Companies had a bid of $l76,7l0.00, Gulf States Roofing had a bid of $l33,490.00, Quality Roofing had a bid of $l86,825.00, Roof Craft Systems had a bid of $l82,785.00 and Standard Roofing had a bid of $l44,325.00.   Bryan Stone moved and Kris Cornutt seconded the motion to award the bid to the lowest bidder, Gulf States Roofing for a bid of $l33,490.00.  Mayor Calhoun declared the motion carried.

 

8.  Jeff Overstreet presented a recommendation from Chief Ragan to hire Larry Phillips, Jr. as Police Officer at Range 25 Step 17 to replace Thomas Hunt.   Jeff moved and Bryan Stone seconded the motion to hire Larry.    Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun recommended the appointment of Kaye Farley as Acting Court Clerk and Kathy Hill as Magistrate with a raise each of $.50 per hour.   (Due to the Court Clerk, Sharon Wagnon being hospitalized)   Bryan Stone moved and Jeff Overstreet seconded the motion to appoint these ladies as per the mayor’s recommendation.   Mayor Calhoun declared the motion carried.

10.  Mayor Calhoun presented a letter from James E. Turnbach, Turnbach, Warren, Roberts & Lloyd, P. C., stating that the City of Gadsden has initiated an inquiry to the Etowah County Commission as to whether the County Commission would enter into an agreement with the City of Gadsden whereby the City of Gadsden would be responsible for all maintenance on Airport Road from its intersections with Highway 77 and Steele Station Road.   The County Engineer is in favor of this proposal.  Mayor Calhoun stated that the council has no objections to this.    

11.  Mayor Calhoun recognized Caroline Kelsoe who won second place in the Spelling Bee at John Jones School and first place in the County Public Speaking Contest.  He also recognized Anna Rose Kelsoe who won first place in the Spelling Bee at Rainbow Middle School and third place in the County Spelling Bee.

 

12.  Bryan Stone reported that the city had one employee who submitted a request to have his raise deducted from his pay.    Bryan moved and Lloyd Matthews seconded the motion to deduct the pay increase from Gene Lee’s raise.   Mayor Calhoun declared the motion carried.

 

13.  Kris Cornutt reported that it was good to be back in town.  He had been out of town for the past two weeks.  He also said he wanted to voice his support to his colleagues for the raise given to city employees.

 

14.  Jim McGlaughn appeared before the Council announcing he was running for Circuit Judge of Etowah County.  The position was recently vacated by the retirement of Judge Cardwell.

 


There being no further business to come before the council at this time, Bryan Stone made a motion to adjourn.
