CITY OF
The City Council of the City
of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and
upon roll call by the City Clerk, Barbara T. Wester, the following members
answered present: Terry John Calhoun,
Mayor; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same
constituting a quorum of the City Council, the following business was
transacted. The meeting was called to
order by Mayor Calhoun. Invocation was
given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to
the flag.
1. Mayor Calhoun stated before we start the
council meeting, I would like to thank all the volunteers, city employees and
Council for their help with the Chocolate Festival, and the sponsors who made
it such a great success. Lloyd Matthews
stated he backed up what the Mayor said.
He stated the volunteers had a lot to do with the great success. Chris stated he also echoed what the Mayor
and Lloyd said. He also thanked the
Water Board for participating. Larry,
Anita, and Bobby stated they had a great time.
2. Mayor Calhoun stated the first item of
business is the approval of the minutes, and asked if there were any
corrections, additions, or deletions.
There being none, Anita Bedwell made a motion
to approve the minutes as presented.
Lloyd Matthews seconded the motion.
Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
3. Mayor Calhoun stated this is a public hearing
for Ordinance No. 471, to amend the zoning ordinance. There are changes to Section 107, Mini
Warehouses as follows: © the entire site shall be enclosed by an eight
(8) foot minimum height security fence, (d) the entrance, perimeter, driveways,
and walkways between building must have adequate security lighting and be
approved by the Planning Board. He asked
if anyone wanted to speak for or against the ordinance. No one spoke for or against the ordinance.
4. Thomas Baxter appeared before the council
requesting permission to redo the flower bed around
5. Mayor Calhoun presented the following monthly
departmental reports: Police &
Animal Control, Building, Community Center, Library, Fire, and Court. He asked if anyone has questions. There being none, he asked that the minutes
show the reports were presented.
6. Mayor Calhoun announced that Tommy Watts,
Captain in the Police Department has applied to the Retirement Systems of
Alabama for retirement May 31, 2010, pending acceptance by the Retirement
Systems. He stated Tommy wants to
purchase his gun, so the City has to
declare the gun as surplus and post bids as soon as we receive a letter to o.k.
his retirement, Bids will be opened at the next council meeting after we
receive a letter from the Retirement Systems.
Larry Keenum made a motion to this
effect. Lloyd Matthews seconded the
motion. Mayor Calhoun stated all in
favor say aye. All
ayes. Mayor Calhoun declared the
motion carried.
7. Mayor Calhoun stated ditches need to be
cleaned out in Westminister and Lee Estates. The cost for cleaning the ditches by Caldwell
Excavation is $1,500.00 for Westminister and
$3,000.00 for Lee Estates. Mayor
Calhoun stated the citizens in Westminister will have
to give right-of-way approval. Lloyd
Matthews made a motion to this effect.
Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion
carried.
8. Mayor Calhoun stated he received a letter
from Mr. Charles J. Thompson commending Sgt. Larry Phillips and Officer Deborah
Franklin, and dispatchers for their quick response and professionalism
involving an accident on March 20, 2010.
He stated his next letter is from the Alabama League of Municipalities. The City received the Bronze Award. This is a loss ration of 20% to 40% on
Worker’s Compensation, and is not a good ratio.
The next letter he received is from the American Red Cross. He also received a letter from ISO, to
evaluate the City’s building code enforcement department. They will be meeting with the Building
Official on Tuesday, May 4, 2010.
9. Lloyd Matthews made a motion to give $250.00
to Relay for Life. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion carried.
10. Anita Bedwell
stated this week is National Library Week, and everyone can return a library
book with no fine.
11. Larry Keenum stated
that the Technology Fair is Thursday, April 15 from 4-6 at John Jones and the
public is invited.
12. Bobby McCartney stated that Mark Stephens
spoke at precouncil about adding a temporary
twenty-four foot drive-way off the new road at the VLM Sports Complex.
He made a motion to this
effect. Lloyd Matthews seconded the
motion. Mayor Calhoun stated all in
favor say aye. All
ayes. Mayor Calhoun declared the
motion carried.
13. Kenneth Payne, Beautification Chairman stated
May 1 is Keep Etowah Beautiful Day.
Pepsi donated all leftover drinks from the Chocolate Festival to use
this day.
A banner will be displayed
at the Exxon Station on the corner.
14. Commissioner Jeff Overstreet appeared before
the Council stating he enjoyed the Chocolate festival. He also stated the

announced that Renew our Rivers is April 26 through May 1 to clean up the
river. Bucks Boat will supply
lunch. She encouraged everyone with a
boat to come and help clean up. Mayor

business to come before the Council at this time, Lloyd Matthews made a motion
to adjourn.
