The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by the Acting City Clerk, Beth Lee, the following members answered present:

The same constituting a quorum of the City Council, the following business was transacted.
1. The meeting was called to order by Mayor Calhoun.
2. Invocation was given by Anita Bedwell.
3. Mayor Calhoun led the pledge of allegiance to the flag.
4. Mayor Calhoun presented the minutes of December
8, 2008 for review, and asked if there were any corrections, additions, or
deletions. Lloyd Matthews moved and
5. Mayor Calhoun presented a request from Chief Ragan to accept the resignations of Police Officers, Tyler Young, Jay Freeman, and Sergeant John Bryant effective December 10, 2008. Larry Keenum moved and Lloyd Matthews seconded the motion to accept the resignations. All ayes. Mayor Calhoun declared the motion carried.
6. Mayor Calhoun requested the approval of the
emergency posting of three (3) police officers which closed on December 22,

7. Anita Bedwell, Chairman of the Finance Committee, made a recommendation to underwrite the Alabama Chocolate Festival but with a cap of $30,000. The Chamber will continue to sell ads and sponsorships for this event. Any profits from the Chocolate Festival will go back to The Chamber in an account for next year’s event. Larry Keenum seconded the motion. Discussion followed. All ayes. Mayor Calhoun declared the motion carried.
8. Mayor Calhoun presented a request from The Chamber Gadsden & Etowah County for the city to purchase a table for eight (8) at the annual dinner on January 30, 2009 for $280.00. Bobby McCartney moved and Anita Bedwell seconded the motion to purchase the table. All ayes. Mayor Calhoun declared the motion carried.
9. Mayor Calhoun read a letter from Carolyn Beecham thanking firemen Nick Hill and Jason Green for their professionalism and compassion as they assisted her husband in getting out of the car after returning home from UAB with a fractured pelvis.

10. Larry Keenum presented a request from Chief Ragan to accept $1,051.00 from the sale of car #14 (2001 Ford) into the police department’s auto repair & maintenance acct. (01-430-260) and to accept $128.00 from Fred’s store in their yearly promotion to assist local law enforcement on 9/11 to account (01-430-260). Lloyd Matthews seconded the motion. All ayes. Mayor Calhoun declared the motion carried.

13. Lloyd Matthews, Chairman of the Street &
Sanitation Committee, made the recommendation that effective December 30, 2008
Loyd Barnard will be driving the limb truck and Ricky Collins on the garbage
truck.
14. Jason Presley appeared before the council requesting help with speeders at the corner of Peteet and Joham where he lives. Mayor Calhoun asked Greg Payne if he would contact the stripers to install stop sign bumps. Discussion followed.
