STATE OF
CITY OF
The City Council of the City of Rainbow City, Alabama, met
in regular session at City Hall at 6:30 p.m., and upon roll call by the City
Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members,
Anita Bedwell, Bobby McCartney, Lloyd Matthews, and
Kris Cornutt. Larry Keenum
was absent. The same constituting a
quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor
Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun
led the Pledge of Allegiance to the flag.
1. Mayor Calhoun
presented the minutes of February 8, 2010 for review and asked if there were
any corrections, additions, or deletions.
There being none, Lloyd Matthews made a motion to approve the minutes as
presented. Kris Cornutt
seconded the motion. Mayor Calhoun
stated all in favor say aye. All ayes. Mayor
Calhoun declared the motion carried.
2. Mayor Calhoun read
a proclamation to Presley Johnson, a fourth grade student at John Jones
recognizing her as Student of the Month for

presented a proposal from the Etowah County Commission to possibly contract
shelter services for the animal control program. Discussion followed.

4. Mayor Calhoun
presented a request from Junior Achievement for $150.00. Bobby McCartney made a motion to give them
$150.00. Kris Cornutt
seconded the motion. Mayor Calhoun
stated all in favor say aye. All ayes. Mayor
Calhoun declared the motion carried.
5. Mayor Calhoun
presented a request from Jay Stover, President of the Rainbow City Crimson
Panthers Youth Athletics requesting the City accept $400.00 from Honda, and
issues a W-9 to Honda for this money.
Honda offers $200.00 grants to non-profit organizations when associates
and/or their spouses volunteer a minimum of 40 hours within a 12-month period. The panthers have received two grants in the
amount of $400.00. Lloyd Matthews made a
motion for the City to accept the $400.00 and give Honda a W-9. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion carried.
6. Mayor Calhoun
stated the City has two proposals for security for City Hall. The lowest is Alarm Guard with a bid of
$5,684.80, and the funds will come out of the Court System. Anita Bedwell made
a motion to let them handle the installation.
Bobby McCartney seconded the motion.
Mayor Calhoun stated all in favor say aye. All ayes.
Mayor Calhoun declared the motion carried.
7. Mayor Calhoun
stated the Southside Wrestling Team won the State Wrestling Championship, and
has not won since 1989. Discussion followed. Lloyd Matthews made a motion to give them
$500.00 toward the purchase of their rings.
Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion carried.
8. Mayor Calhoun
recognized Officer Gerry Lyons for being selected to attend a seven day
professional development visit to the
9. Lloyd Matthews
stated the City is requesting bids on the changing of oil and filters in city
vehicles. The vehicles using synthetic
oil will be changed as the manufacturer requires and the vehicles that use
regular oil will be changed as the manufacturer requires. Lloyd made a motion to open the bids at the
next Council Meeting, March 8, 2010 at 6:00 p.m. Kris Cornutt
seconded the motion. Mayor Calhoun
stated all in favor say aye. All ayes. Mayor
Calhoun declared the motion carried.
10. Anita Bedwell stated $2,000.00 be designated to the Fire
Department for the Easter Egg Hunt.
Lloyd Matthews seconded the motion.

11. Bobby McCartney
stated the Recreation Department received three quotes for the little league
field located beside the Rainbow City Recreation Center for six rounds of
spring and fall pre emergent, post emergent spot treatment and
first/second/third round fertilization.
The low bid is CopelandScapes at $l368.00
annually or $114.00 monthly. Bobby made
a motion for CopelandScapes to handle the chemical
regiment for this field. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say
aye. All ayes. Mayor Calhoun declared the motion carried.
12. Mr. Bell appeared
