CITY OF
The City Council of the
City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.
M., and upon roll call by Kathy Hill, the following members were present:
Council members:
Cora Kelly
Bobby McCartney
Lloyd Matthews
Bryan Stone
Kris Cornutt
The same constituting a
quorum of the City Council, the following business was transacted.
1. The
meeting was called to order by Mayor Terry John Calhoun.
2. Invocation
was given by Kris Cornutt.
3. Mayor
Calhoun led the Pledge of Allegiance to the flag.
4. Mayor
Calhoun presented the minutes of March 24, 2008 for review and asked if there
were any corrections, additions, or deletions.
Lloyd Matthews made a motion to amend Item #18 to state that the name of
the new industrial park will be “Deerfoot Industrial Park No. 2”. Kris Cornutt seconded
the motion. Bryan Stone made a motion to
amend Item #12 to state that the price for these vehicles is $17,442.66
“each”. Cora Kelly seconded the
motion. With these two corrections having
been made, Cora Kelly moved to adopt the minutes as present. Bobby McCartney seconded the motion. Mayor Calhoun declared the motion carried.
5. Mayor Calhoun stated that Chief Ragan
recommended the hiring of Brian Edward Walker as the City’s new police officer
at a starting pay of $12.50 per hour.
Cora Kelly moved and Bryan Stone seconded the motion to hire Brian
Walker at $12.50 per hour. Mayor Calhoun
declared the motion carried.
6. Mayor Calhoun announced that the City has two
(2) former police officers that owe

Calhoun announced that the Municipal Court Office needs to closed
on May 29th & 30th for training to be done after an
upgrade on the computer has been completed.
Cora Kelly moved and Bryan Stone seconded the motion to allow the Court
Office to be closed these two (2) days for training. Mayor Calhoun declared the motion carried.

8. Mayor Calhoun announced that Kenneth Howell and
the Coosa Soccer
Association has received a grant for $3,500.00 for
soccer fields to be located behind the
9. Mayor Calhoun announced that the City had a
resurfacing project for 2008. Lloyd
Matthews stated that he and Doug Waldrup had looked at the streets and
determined the following streets would be resurfaced this year. They are
10. Mayor Calhoun announced Resolution No. 08-04,
Animal Disposal, for
consideration. After
discussing the amounts that the City should charge for the disposal of animals,
Bryan Stone moved and Bobby McCartney seconded the motion to table Resolution
No. 08-04 until further study can be done on the amounts to charge. Mayor Calhoun announced the motion
carried. Mayor Calhoun appointed the
Street Department Committee to do a study of the time and cost of disposing of
an animal and to present this study to the City Council when they have completed
their study.
11. Mayor Calhoun announced that he had received
a Proclamation from
Governor Riley’s office that
declared April as Fair Housing Month. Upon presenting this
proclamation, Bryan Stone moved and Cora Kelly seconded the motion to proclaim
April as Fair Housing Month. Mayor
Calhoun declared the motion carried.
12. Mayor Calhoun presented Proclamation No.
08-01, proclaiming May
2008 as Older Americans Month. Lloyd
Matthews moved and Bryan Stone seconded the motion to adopt Proclamation No.
08-01. Mayor Calhoun declared the motion
carried.
13. Discussion followed on a bond release for new
streets in
Lloyd
Matthews moved and Kris Cornutt seconded the motion to have Wiley (Building
Official) recommend to the Mayor that a bond was ready to be released. The Mayor would then bring it before the City
Council for a vote. The City Council
would serve as an Oversight Committee of Bond Release. Bryan Stone stated that the Planning
Commission was working on a plan for bond release. After discussion, Lloyd withdrew his motion
and Kris withdrew his second until Planning can get the bond release worked
out.
14. Mayor Calhoun presented the monthly reports
from the Community Center, Court, Police, Building, Library and Fire Department.
15. Mayor Calhoun announced that Jill Albert had
the bid notice ready for
the
Vivian Lee Maddox Walking Trail. Bobby
McCartney moved and Cora Kelly seconded the motion to open the bids for the
Walking Trail on May 8th at 2:00 P.M. Mayor Calhoun declared the motion carried.

16. Mayor Calhoun announced that the City of
Mutual
Automatic Aid Agreement and, after review by Jim Turnbach, he was asking
approval from the Council to sign on behalf of
17. Kris Cornutt announced that the week of April
13 – 19, 2008 is
National Library Week. The library
will not be charging late fines this
week
for any books returned.
18. Kris Cornutt wanted to thank Mr. Henry
Parker, Mr. Tommy Hudson
and
Mr. Dewayne Barber of the Sanitation Department for helping a citizen in
distress recently. They helped her back
into the house and contacted a family member to see that she would be OK. Kris asked that an accom-modation be placed
in each of the employee’s personal files for going above and beyond their duty
in helping the lady back to her home.
19. Kris
Cornutt stated that the trash had recently been picked up on
20. Terry
& Barbie Cleveland were recognized by Mayor Calhoun. They
had
a proclamation to present to the Council proclaiming May as Motorcycle
Awareness Month. After Mrs. Cleveland
read the proclamation, Kris Cornutt moved and Cora Kelly seconded the motion to
adopted Proclamation #0802, proclaiming May as Motorcycle Awareness Month. Mayor Calhoun declared the motion carried.
21. Terri
Smith asked why the Council was hiring only one police officer
instead
of two. The Council stated that two were
scheduled to be hired and at the last minute, one of the people withdrew
his/her name after accepting the position.
There
being no further business to come before the Council at this time, Bryan Stone
made a motion to adjourn.
