CITY OF RAINBOW CITY-COUNCIL MEETING-APRIL 25, 2005

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 P.M., and upon roll call the following members were present:

 

Terry John Calhoun, Mayor

 

Council members:

 

Jeff Overstreet

Bobby McCartney, absent

Lloyd Matthews

Bryan Stone

Kris Cornutt

 

The same constituting a quorum of the City Council, the following business was transacted.

 

1.  The meeting was called to order by Mayor Terry John Calhoun.

 

2.   Invocation was given by Kris Cornutt.

 

3.   Mayor Calhoun led the Pledge of Allegiance to the flag.

 

4.    Mayor Calhoun presented the minutes of April 11, 2005, and asked if there were any corrections or changes.   Bryan Stone questioned Item l8 of the minutes of April 11, 2005.  He asked Jim Turnbach, City Attorney if it was o.k. to give the metal frames where the old bleachers were located to the City of Steele.  Mr. Turnbach said it was o.k.   There being no corrections,  Kris Cornutt moved and Lloyd Matthews seconded the motion to approve the minutes as presented.

 

5.  Mayor Calhoun announced that a public hearing was being held concerning ordinance number 422 to annex the property of Mike O’Bryant, Horseshoe Bend Road off Lister Ferry Road.   He asked if there was anyone who wanted to speak for or against the ordinance.  No comments were made.    Bryan Stone made a motion to introduce the ordinance.    Kris Cornutt moved and Bryan Stone seconded the motion to suspend the rules for immediate consideration.    Mayor Calhoun asked for a roll call vote as follows:

                                                Kris Cornutt                 yes

Mayor Calhoun declared the motion carried.

 

5.  Bryan Stone moved and Kris Cornutt seconded the motion to adopt Ordinance No. 422.   Mayor Calhoun asked for a roll call vote as follows:

                                                Lloyd Matthews           yes

                                                Bryan Stone                 yes

                                                Kris Cornutt                 yes

Mayor Calhoun declared the motion carried.

 

6.  Mayor Calhoun presented a request from Steven DeFranco to put a concrete head wall on the drainage pipe between 407 and 409 Westminster.  Discussion followed.   No action taken.

7.  Mayor Calhoun presented the following travel\tuition:

            Officer Chase Jenkins to attend the Armor Training Academy’s Instructor Recertification Program in Daphne, Alabama, June 6-10, 2005, at a cost of $7l6.00, and lodging for five days.    Jeff Overstreet moved and Lloyd Matthews seconded the motion to grant the travel\tuition.    Mayor Calhoun declared the motion carried.

 

8.  Mayor Calhoun stated that the next item on the agenda was the appointment of the police chief and referred this to Jeff Overstreet, Public Safety Director.   Jeff stated that the committee went through several applications and interviews.   Jeff moved and Lloyd Matthews seconded the motion to appoint Jeff Harwood as Police Chief.   Mayor Calhoun asked for a roll call vote as follows:

Mayor Calhoun declared the motion carried.

 

9.  Mayor Calhoun stated that he was appointing a committee to work on the employee handbook.   His recommendations are as follows:    Bryan Stone, Chairman, Bobby McCartney, Kris Cornutt, Alan Ragan, Eddie Cline and Wiley McLain.

 

10.  Lloyd Matthews reported that new signs are being put up at Montrose Garden Homes, and that the police department will be patrolling the area.   He also stated that he wants the council to get together to come up with a raise for city employees.

 

11.  Kris Cornutt reported that the Summer Reading Program at the Library will kick off in May.    He also commended the Recreation Department employees for the great job they have done getting everything ready for the kids to play ball.

 

12.  Bryan Stone reported on the first six months of the budget.  The city is over budget by 2%. ($ll8,000.00).   The revenue for the first six months of this term compared to a year ago is down 10%. (

 

$385,000.00).   Expenditures are down 8.5%.   ($636,000.00).

 

13.  Jeff Overstreet reported that the Fire Department Study is in progress.  He also stated that letters were put in mailboxes about hidden cameras at Rainbow Beach Tanning Salon in December 2004.    After a thorough investigation by the Rainbow City Chief of Detectives, Dale Walton,  there was no proof found that there were ever any cameras installed.

 

There being no further business to come before the council at this time,  Bryan Stone made a motion to adjourn.
