CITY OF RAINBOW CITY-COUNCIL MEETING-AUGUST 14, 2017 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor:  Terry John Calhoun: Council members:  Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill.  The same constituting a quorum of the City Council, the following business was transacted.  The meeting was called to order by Mayor Calhoun.  Invocation was given by Bobby McCartney.  Mayor Calhoun led the Pledge of Allegiance to the flag. 

  • Mayor Calhoun presented the minutes of July 24, 2017 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun recognized Lee Harris, of Gardens on Air, located at 513 Diversity Street. He said he would be supplying Local Joe’s and Johnson’s Grocery with lettuce and tomatoes.
  • Mayor Calhoun asked that the records show that Steve Tate is retiring September l, 2017, and Jennie Garnett will also be leaving September 30, 2017.
  • Mayor Calhoun stated that Chief Potter recommended surplusing one 2000 Chevrolet 2500K P/U, serial #4673. Tim Ramsey made a motion to surplus the truck, and put on govdeals.com to sell. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented an ad request from Westbrook School, for an ad in their football program. The cost of the ad is $50.00. Anita Bedwell made a motion to purchase the ad. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Chief Horton requests a budget revision to cover un-anticipated costs in various line items. He wants to transfer a total of $39,500.00 from 4 line items (01-430-100-125,180,310) and distribute across 6 line items (01-430-105,150,260,315,400,230). Result of having to purchase $95,740.00 worth of new radios that were un-anticipated and purchase uniforms for several new hires, and cover over-time for detective division on numerous solved and closed cases. Rick Hill made a motion to approve this request. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented Resolution No. 17-07, a nuisance abatement lien against Ralph and Sue Golightly, of 211 Palace Avenue in the amount of $378.00. Anita Bedwell made a motion to adopt the resolution. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor, say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented the following monthly departmental reports: Building, Fire, Library, Community Center, Court, and Police. He asked if anyone has comments. There being none, he asked that the records show the reports were presented.
  • Mayor Calhoun asked the City Attorney to draw up a one-year contract between the City and Southside City, for one-year, in the amount of $25,000.00, concerning the new Animal Control Building.
  • Tim Ramsey made a motion to appoint Bob Klein, Lee Harrison and Braydon Hawk to the Industrial Development Board. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Anita Bedwell stated that Wiley has been working on the new Recycling Building by the City Shop on Kinsey Lane. The City will purchase the building, and put out bids for the erection of the building.
  • Mayor Calhoun announced that interviews for the Accounts Payable/Purchasing Clerk will be in the morning at 8:00 a.m. There being no further business to come before the Council at this time, Tim Ramsey made a motion to adjourn.Time adjourned: 5:25 p.m.                                                ___________________________________________                                                 ____________________________________________
