CITY OF RAINBOW CITY-COUNCIL MEETING-APRIL 10, 2017

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, and Rick Hill. Larry Keenum, absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Rick Hill. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of March 24, 2017, and asked if there were any additions or corrections. There being none, Tim Ramsey made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented the Agreement for the Alabama Transportation Rehabilitation and Improvement Program (ATRIP) Project between the State of Alabama and The City of Rainbow City, Project #STPOA-ACOA8479-ATRP(007), ATRIP289-05-26, covering the listed project’s financing costs for construction, and Chris Cousins, Municipal Consultants, Inc., Engineering Firm doing Steel Station for Utilities, Project #STPOA-8105(601). Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated three (3) applications were received for the recreation position. He gave the applications to Eddie Cline to hold interviews and make a recommendation at the next council meeting.
  4. Mayor Calhoun presented the Police Department list of seventeen (17) mobile radios for trade-in credit with Allcomm Wireless to surplus. (List attached). He also presented the following items that were raffled off during the 2017 Chocolate Festival: one Henry Golden Boy 30-30 rifle, model #H009B, serial #TTB034868; and was won by Monte Hill, and one (l) Beretta Extrema 28” shotgun, model #J35TX1B, serial #SA053963, won by Lavon Bonner, to surplus the guns. Tim Ramsey made a motion to this effect. Rich Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Chief Horton also recommended a budget revision transferring funds from the general budget (01-360-497, Police Donations), total from 01-430-180 Equipment and Tools non-Capital ($l, 646.00) and 01-430-230 Equipment and Tools non-Capital ($l, 646.00) and 01-430-230 Misc. ($2,400.00). The amended balance for equipment and tools non-capital is $41,036.00, and the miscellaneous balance is $6,400.00. The transfer of money is from donations that were raised through the police raffle and t-shirt sales at the Chocolate festival to perspective accounts to cover cost of advertisement and goods raffled. Rick Hill made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented the resignation of Officer Guy Frondorf, effective May 2, 2017, and stated that Chief Horton would like to post the position of police officer, certified or non-certified, for ten (10) days, and close the position April 20, 2017. Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun announced that Scott Dobbins would be leaving the Library Board, effective April 10, 2017. He moved out of town.
  8. Mayor Calhoun presented the following items to be surplused: Court Office: Cannon Court Copier, broken, serial #10635213, and a black secretarial chair, administration on 2nd floor, also broken. Anita Bedwell made a motion to surplus the items. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented the following monthly departmental reports: Fire, Police, Community Center, Library, Building and Court. He asked if anyone has comments. There being none, he asked that the records show the reports were presented.
  10. Mayor Calhoun announced that Senator Shelby will be making county visits on the 17th of this month. He will be visiting small companies who are expanding and are creating jobs in each county he visits. He will be visiting Choice Fabricators and will arrive at 10:30 a.m., on April the 17th.
  11. Mayor Calhoun presented a letter of resignation from Scott Holderfield, to leave his position as Captain, and return to Patrol Lieutenant. Rick Hill made a motion to let Scott return to his old position, and for Chief Horton to post the Captain position in his department and interview within the department for the promotion, based on qualifications. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Tim Ramsey thanked Kenneth Payne for the good job he is doing with the recycling.

He then discussed the need to purchase new trailers. Discussion followed. Tim made a motion to purchase four (4) new trailers for recycling. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Rick Hill made a motion to purchase an air conditioning service machine for the City Shop for the mechanic to use. Gary Wilson will purchase it from O’Reilly’s Auto Parts for $2,599.99. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Anita Bedwell thanked all the city employees who worked with the Chocolate Festival.
  3. Mayor Calhoun announced that the ground breaking for the new Animal Control Shelter will be at 10:00 a.m. tomorrow.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
