CITY OF RAINBOW CITY-COUNCIL MEETING-MARCH 27, 2017

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at

5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of March 13, 2017 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated the Clerk opened bids for the 1999 Chevrolet Blazer, serial #5247, and two (2) bids were received. They are as follows: Huey Woodard: $505.00; and Gary Wilson: $600.00. Larry Keenum made a motion to award the bid to the high bidder. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated we need to hire a new employee in the Recreation Department. He would like to post it for ten (10) days, and close the posting April 6, and hire at the next council meeting. Rick Hill made a motion to post the position. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented a list of items to be surplused in the police department, and then put on govdeals.com to sell. (Attached) Rick Hill made a motion to surplus the items and put on govdeals to sell. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented an Agreement for Engineering for the Horton Creek Drainage Project Number 1214 95904. There are around 43 tracts, and the estimated cost is $32,250.00. The City will get back 80% from grant money. Anita Bedwell made a motion to approve the Agreement. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Tim Ramsey made a motion for the Rainbow City Plaza Incentive as follows: ½ of sales tax from new business for two (2) years, up to a total of $160,000.00. Reimbursement of sales tax for building materials bought in Rainbow City, and used in renovation of this one store for the period of three (3) months. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun said bats are in the building, and we have an estimate of $6,105.00 to have Get-A-Critter to rid the building of the bats. Anita Bedwell made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun said the City Engineer, Kevin Ashley has been activated by the National Guard, and he would like to change Carl Johnson, from acting Supervisor, to permanent supervisor, with base pay to be the same as his acting pay was. When Carl is out, Eddie Cline will be in charge. Rick Hill made a motion to this effect. Tim Ramsey seconded the

Motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Tim Ramsey thanked the street department employees for all the extra work they did for the pad for the animal control shelter. Mayor Calhoun announced that the groundbreaking for the Animal Control Shelter will be April 3, 2017.
  2. Anita Bedwell discussed the Rainbow City Welcome signs. She got two (2) prices. One from Kelly Signs for a price of $4025.00, and one from Simmons Sign & Graphics for

$5073.00. Anita stated that she is getting a grant from Alabama Power Company, and they are paying for part of it. The signs have to be ALDOT approved. She made a motion to award to Kelly Signs, the low bidder. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Anita Bedwell made a motion that the Court Magistrate, Carmen Hopper’s salary will not come out of the court fund any more. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Eddie Cline, Recreation Director asked the Council to purchase a 60-in Everride Mower for the Recreation Department, for $3500.00. Discussion followed. Bobby McCartney made a motion to purchase the mower. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Kenneth Payne announced that Clean-up day will be May 6, 2017.

There being no further business to come before the Council at this time. Anita Bedwell made a motion to adjourn.
