CITY OF RAINBOW CITY-COUNCIL MEETING-MAY 8, 2017

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, and Rick Hill. Larry Keenum, absent.

The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

  1. Mayor Calhoun presented the minutes of April 24, 2017 for review, and asked if there were any corrections, additions, or deletions. Mayor Calhoun stated that the invocation was given by Tim Ramsey, not Rick Hill. Anita Bedwell made a motion to approve the minutes with this correction. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Ordinance No. 522, an ordinance authorizing the annulment of a portion of Nottingham Road, and the unnamed roadway in Sherwood Knolls. The owners of the property are Ronald D. Clark and Gloria L. Clark, who live at 113 Nottingham Road, and Phil F. Phillips and Betty R. Phillips, who live at 117 Nottingham Road. The owners want to vacate and annul the property. Mayor Calhoun asked if there was anyone opposed to this request. There was no opposition. Tim Ramsey made a motion to introduce the ordinance. Rick Hill made a motion to suspend the rules for immediate consideration. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Anita Bedwell made a motion to adopt the ordinance. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented a Proclamation to Carol Larkins for National Music Week. Ms. Larkins thanked the Mayor and Council.
  4. Mayor Calhoun presented the resignation of Officer Austin Grant Garmon, effective April 30, 2017. Anita Bedwell made a motion to accept the resignation. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented a request from Chief Horton to hire Joseph Paul Johnson as Police Officer at $14.50 per hour, with family coverage insurance, starting to work Friday, May 26, 2017. Tim Ramsey made a motion to hire Joseph. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented a recommendation from Chief Horton to promote John Bryant as Captain in the Police Department. Anita Bedwell made a motion to promote John. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a request from Chief Horton to post one (l) sergeant’s job in the police department. Rick Hill made a motion to post the position. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun presented the resignation of Stephanie Antonio as dispatcher, effective June l, 2017, and post the position for ten (10) days, closing May 18, 2017. Rick Hill made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented a request from Southside High School Band, for sponsorship of two (2) band uniforms in the amount of $800.00, for the Platinum Level of sponsorship. Tim Ramsey made a motion to sponsor the band. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun presented a request from Baja California Cantina and Grill, to purchase a Restaurant Retail Liquor License. They are located at 110 Sutton Square. Rick Hill made a motion to allow the request. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun presented a request for $250.00 for the Freddie Kitchens football camp donation. Tim Ramsey made a motion to continue and support this request. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Jerry Tolbert was present to discuss Stonecrest Subdivision-Phase II, Adele Street.

Discussion followed. Anita Bedwell made a motion for Wiley to look at this property.

Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun stated that Life of Alabama sent a letter to the City dated May 2, 2017, saying that as part of their Section 125 Flex Plan administration for the City of Rainbow City, that they guarantee the City will not be responsible for any shortfall in the Flex Plan account. He also stated that Colonial Life Insurance reps came to the City recently to discuss the Flex Plan.
  2. Mayor Calhoun made the following announcements:
  1. The Recycle Grant has been completed and $6,489.50 was received on April 28. Jason Hill had applied for this grant. (b) Industrial Development Board Meeting will be Thursday, May 11, @ 4:30 p.m. (c) Council Meeting scheduled for May 22nd will be cancelled. The Council will be at the Alabama League Meeting in Birmingham. (d) City Hall will be closed on Monday, May 29th in observance of Memorial Day. Garbage will run on schedule.
  1. Mayor Calhoun presented a request from the Fire Chief to purchase one F-350 truck 4X4 equipped with a service type body and an added winch from Tallassee Automotive Inc. He will purchase it off the State bid list for $42,170.00. He also requested to purchase one F-150 crew cab pickup from Stivers Ford off the state bid list for $33,639.00. It will replace the White Chevrolet pickup. Funds to purchase these trucks will come from the fire district fund.
  2. Rick Hill made a motion to give Wiley McLain, the Building Official, an increase of $3.00 per hour, because of extra duties placed on him. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Rick Hill, yes; and Mayor Calhoun, no. Mayor Calhoun declared the motion carried.
  3. Bobby McCartney made a motion to sponsor a hole for $l00.00, for the Muscular Dystrophy golf tournament, handled by the Fire Department.

There being no further business to come before the council at this time, Anita Bedwell made a motion to adjourn.
