CITY OF RAINBOW CITY-COUNCIL MEETING-JULY 24, 2017

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor:  Terry John Calhoun, Council members:  Anita Bedwell, Tim Ramsey, and Larry Keenum.  Absent:  Bobby McCartney and Rick Hill.

 

The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun.  Invocation was given by Tim Ramsey.                       

Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  • Mayor Calhoun presented the minutes of July 10, 2017 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell                      

 

made a motion to approve the minutes as presented. Larry Keenum                      seconded the motion.  Mayor Calhoun stated all in favor say aye.  All ayes.  Mayor Calhoun declared the motion carried.  

 

  • Mayor Calhoun read a thank you letter from the Freddie Kitchens Football Camp Committee, thanking the City for their recent donation. This is the 18th year of the annual football camp for local youth.

 

 

  • Mayor Calhoun recognized Chief Horton, who presented a letter of commendation to Officer Justin Plunkett for his above the board performance as a SRO Officer. He then presented letters of commendation to the following Detectives: Captain Darron Walker and Detectives Higgins, Yancey, and Bonner for their efforts recovering the City’s stolen property. He then presented letters of commendation to the following officers: Lt. Scott Holderfield, Sgt. Timothy Kimbrough, Officer Jordan McCartney, Officer Richard Roberts, and Detective Jason Higgins for their professionalism in the Black Creek Traffic Stop that led to much attention. Chief Horton recommended adopting a Memo of Understanding “MOU” for their actions as School Resource Officers within all three local schools to lessen the City’s liability. Mayor Calhoun then stated he was very proud of the Police Department, and commended Chief Horton for his leadership in the department. The Mayor then recognized Chief Potter who stated the following firemen assisted with the incident at Black Creek: Jeremey Hawkins, Nick Hill, Shane Brown, Craig Hill, Robert McCray, Slade Wilson, and Mitch Ramsey, and commended them for responding to a medic call from the police, for the suspect. Mayor Calhoun also thanked the City Attorney Jim Turnbach and the Council for their help in this incident.

 

 

  • Mayor Calhoun presented a request from Chief Horton to adopt a Memo of Understanding “MOU” for their actions as School Resource Officers within all three (3) local schools to lessen the City’s liability. Larry Keenum made a motion to adopt the “MOA.” Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

 

 

  • Mayor Calhoun presented Ordinance No. 524, to adopt a new wrecker rotation ordinance to become effective and be imposed for the 2018 business year.  

 

    1. Anita Bedwell made a motion to introduce the ordinance.   Anita Bedwell made a                           motion to suspend the rules for immediate consideration. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Tim Ramsey, yes; Larry Keenum, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Larry Keenum made a motion to adopt Ordinance No. 524. Tim Ramsey seconded the motion… Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Tim Ramsey, yes; Larry Keenum, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented a budget revision request from Chief Horton: Account number 01-430-180, equipment and tools non-capital, $46,536.00, increased by $4,812. This will amend the budget balance to $51,348.00. Funds from sale of two (2) 2008 Crown Vic’s, serial #0856 and #6192, for a total of $4,812.00. Anita Bedwell made a motion to approve the budget revision. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

  • Mayor Calhoun presented a request from Chief Horton to replace Fuel Man Gas Cards with Wrights Fuel Express. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

  • Mayor Calhoun said Amber Stitt, will come to work July 28, 2017, at $11.25 per hour. She will be a part-time Animal Control Officer. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

  • Mayor Calhoun presented Resolution No. 17-06, assessing Nuisance Abatement lien against property located at 209 Westminster Drive, in the sum of $268.00. The owner of the property is John and Jeana M. Fox. Anita Bedwell made a motion to put the lien against the property. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried

  • Mayor Calhoun announced that Republic Services is increasing the rates for garbage pick-up from $9.20 per month to $9.28 per month.

 

 

  • Mayor Calhoun said that Temple Electric Company has given a quote of $5,660.00 to furnish and install two (2) 50’ wood poles at the Babe Ruth fields at the VLM Sports Complex. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  • Mayor Calhoun presented a quote of $1900.00 from DBS Exterior Cleaning to clean the exterior of Rainbow City Community Center and Library, including all sidewalks, concrete, all the brick and foundations and stairs, windows, and all debris. Tim Ramsey made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented a letter of resignation from Dudley Parker on the Industrial Development Board. Mayor Calhoun stated he has done a great job, but was leaving due to health reasons.

 

 

  • Mayor Calhoun said the Highway Department has reached an agreement on the Steel Station Road Expansion. Construction should get underway in the next two (2) or three (3) weeks.

 

 

  • Mayor Calhoun presented an ad request from the Gadsden Times for the Kickoff Area High School Football Program, for $170.00 for a color ad. Larry Keenum made a motion to purchase the ad. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

 

  • Liam Pettis was present to thank the Council for funding the painting of the special education classrooms, for his Eagle Scout Project.

  • Tim Ramsey made a motion to sponsor a Charity Golf Tournament, in the amount of $300.00, on August 5, 2017, for four (4) employees of the City, to play at the lst Annual ZLA Solutions golf outing, at Robert Trent Jones Golf Trail. The proceeds will go to Hodgkin’s Lymphoma Research and Billy Graham Rapid Response. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  • Tim Ramsey made a motion to upgrade the Council’s I-pads. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  • Larry Keenum made a motion to purchase a bundling machine from Penny’s for the price of $4,000.00. It is twelve (12) feet tall, and will be used in recycling. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  • Anita Bedwell made a motion to give Wiley permission to put up a building on Kensy Lane. This will be where we are doing the City’s recycling Program.   There is a cement pad already there. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
