CITY OF RAINBOW CITY-COUNCIL MEETING-JUNE 12, 2017

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Tim Ramsey, Larry Keenum, and Rick Hill. Bobby McCartney, absent.

The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Anita Bedwell.

  1. Mayor Calhoun presented Ordinance No. 523, changing the back to school sales tax holiday from the first full weekend of August to the weekend of the third Friday of July, and ending at twelve midnight the following Sunday, and each year thereafter until rescinded. Rich Hill made a motion to introduce the ordinance. Anita Bedwell made a motion to suspend the rules for immediate consideration. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Tim Ramsey, yes; Larry Keenum, yes, Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.

Rick Hill made a motion to adopt Ordinance No. 523. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.

  1. Liam Pettis appeared before the council to request funding to paint the Special Education classrooms at Rainbow Middle School. This is his Eagle Scout project.

He requested $l63.00. Rick Hill made a motion to approve the request.

Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. The Librarian received a grant from the County Library Committee in the amount of $10,000.00. The funds will be used to purchase and install four (4) new computers, security cameras, and a color copier. She will amend her budget to increase Equipment and Tools, account #01-460-180. Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  1. Mayor Calhoun presented Resolution No. 17-04, a Nuisance Abatement expense cost of $310.00 on the property of Ronald & Shelly Hurley, 101 South Ridge Road, parcel number 21-03-06-0-001.047, in South Ridge Subdivision. Anita Bedwell made a motion to put the lien on this property for the $310.00. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that the new dispatcher Muriel Roberson started to work June 2, 2017, at the rate of pay of $13.25 per hour, with single coverage medical insurance. Rick Hill made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that Officer Tim Kimbrough was promoted to Sergeant, and it will be effective June 16, 2017. Rick Hill made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that Jim Steward’s probation ended May 15, and a pay increase of $.50 per hour is due. Rick Hill made a motion to make the pay retroactive. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a budget revision for the Police Department to transfer funds earned from Govdeals ($l, 249.00) and a grant received from the Etowah County Community Development for reimbursement for Tasers ($5,357.00), and to transfer funds to 01-430-180 (Equipment & tools Non-Capital) $5,500.00 and Police 01-430-230 (Miscellaneous) $1,106.00. Tim Ramsey made a motion to make the revisions. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Police Department to surplus 25 City owned weapons for the reserve on the attached list. The Weapons will be turned over to Sand Mountain Pawn Shop for them to list on GunBroker.com. Sand Mountain Pawn will relinquish total sales check to Rainbow City at conclusion of sale. Their fee is $20.00 per weapon plus 10% of sales. Rick Hill made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented Resolution No. 17-03 to extend the Animal Control contract with the Etowah County Humane Society from June 1, 2017 to June 30, 2017, at the price of $l,900.00 a month. ($500.00 monthly increase), and the Mayor will sign a new contract, with option to renew one month, until July 31, 2017. Anita Bedwell made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the Librarian recommended the appointment of Ron Norris to the Library Board. Rick Hill made a motion to approve the appointment. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated the Greater Etowah 310 Board has requested $1,200.00 for their annual donation, and he said they do a lot of good things for Rainbow City. Tim Ramsey made a motion to give the donation. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun discussed the roof at Fire Station No. 2. It had hail damage in 2015. Discussion followed. Tim Ramsey made a motion to table until the next meeting. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes: Tim Ramsey, yes; Larry Keenum, yes: Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the monthly following monthly departmental reports: Building, Library, Court, Police, Fire, and Community Center. He asked if anyone has comments. There were none. He asked that the minutes show the reports were presented.

 

  1. Mayor Calhoun stated Wiley is purchasing a new caterpillar off the State Bid List, and will pay for it with State Trust Fund monies. Anita Bedwell made a motion to purchase it. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows. Anita Bedwell, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes; and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.

 

  1. Tim Ramsey congratulated Liam Pettis for his Eagle Project and Jim Steward for his six months at the City.

 

There being no further business to come before the Council at this time. Anita Bedwell made a motion to adjourn.
