CITY OF RAINBOW CITY-COUNCIL MEETING-JUNE 26, 2017

 

The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 5:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor:  Terry John Calhoun; Council members:  Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill.

 

The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun.  Invocation was given by Larry Keenum.  Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  • Mayor Calhoun presented the minutes of June 12, 2017 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented, with a correction to Item 7 of the minutes of June 12, 2017. Tim Ramsey abstained from the vote to give a 6-month probation raise to Jim Steward. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun made the following announcements: City Hall will be closed Tuesday, July 4th inobservance of Independence Day. Garbage will not be serviced on Tuesday, July 4th and will be one day late the rest of the week. Senior Citizens Dance will be Thursday, June 29th from 7:00-9:00 p.m. Trash trucks (2) are running all week to get caught up from storm damage. Planning Commission meeting is Tuesday, June 27, 2016, at 3:30 p.m. Neely Henry Lake Association meeting will be Thursday, July 6th at the Community Center at 6:30 p.m.
  • Mayor Calhoun and Kenneth Payne presented the beautification awards to the following: Commercial: Christ Central Church and Smith & Bailey Dental.   Individual awards went to: Jerry & Priss McCain, David McFarland, Donald & Peggy Stone, Jenny Patterson, Brandon & Deana Rogers, and Carnell Williams.
  • Mayor Calhoun presented Resolution No. 17-05, a one-time bonus for retirees. Retirees with 25 years of service will get $600.00, and retirees less than 25 years will get a minimum of $300.00. Anita Bedwell made a motion to approve the bonuses. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes except Rick Hill, who abstained. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun stated Gary Wilson was due his six-month raise May 15th, and he recommended $.50 per hour, and make it retroactive back to May 15. Tim Ramsey made a motion to approve the raise. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented a request from the librarian to revise her budget as follows: account number 01-460-285, Summer Reading/Community Outreach, $250.00 for a grant from the Walmart Foundation in recognition of the volunteer service of their associate, Erica Dilella, and these funds are used to fund the library’s Lego Club.   Rick Hill made a motion to revise the budget. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented the following list of items from the library to surplus and post and open the bids at the next council meeting, July 10, 2017.

 

  1. Ricoh AFICIO 2020D Copier (Black & White), serial #C01049612, equipment ID#10643799, machine is in working order and contains 1 extra toner cartridge, purchased in 2006, and a Sharp Carousel II Microwave that still works, probably purchased in the early 1990’s.  

Rick Hill made a motion to surplus and take bids at the next council meeting. Larry Keenum seconded the motion.  Mayor Calhoun stated all in favor say aye.  All ayes.  Mayor Calhoun declared the motion carried.

  • Mayor Calhoun presented the revised pay scale for the Police Department. The only change is the addition of Animal Control Director, Part-time Animal Control Officer and Full-time Animal Control Officer. Rick Hill made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Chief Horton requests placing two (2) additional stop signs on Christopher Street at the intersection of Larkwood Circle. Currently one at Larkwood coming onto Christopher. This will make a three-way stop at residence of Larkwood Circle. Request to slow traffic which is heavily populated, cutting to Hwy 77 in the morning and evening. Rick Hill made a motion to approve this request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented a request from the Messenger, for The Season: Football 2017 special tabloid edition advertising. It will publish August 25th. It will feature local schools, football teams, cheerleaders and bands.  Anita Bedwell made a motion to purchase a Quarter Page black and white for $195.00. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Mayor Calhoun presented a request from Unique Choices for a donation of $500.00. Larry Keenum made a motion to donate the $500.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Rick Hill made a motion to surplus the following vehicles in the police department: 2008 Ford Crown Vic, serial #0856, and a 2008 Ford Crown Vic, serial #6192, and put them on govdeals, with a $2,000.00 reserve each, equipped to other law enforcement. Rick Hill made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Rick Hill made a motion to purchase a 2017 Silverado Truck, and a 2017 Ford Explorer for the police department. Rick Hill made a motion to purchase the vehicles. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  • Larry Keenum stated his neighbor had items stolen out of his garage, and he is very happy with the way the police department and detectives handled the situation.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
