Mr. McCartney was born April 16, 1949 in Etowah County to the late Robert McCartney and Mildred Medlin McCartney. He graduated from Etowah High School in 1967 and from Jacksonville State University in 1978 with a Bachelor of Science degree in Business Administration. He has been married to Donna Johnson McCartney, daughter of the late Eugene P. Johnson and Nellie Kilgore Johnson, for the past 35 years. They have two children, Kimberly (Christopher) Hummel and Robert Kyle (Annie) and four grandchildren. Mr. McCartney served his country form 1970 to 1972 in the United States Air Force and from 1972 to 1976 in the United States Air Force National Guard. He retired from Bell South in 1997. He is a deacon of White Springs Baptist Church, Rainbow City, AL, a volunteer for the Etowah Baptist Association construction and disaster teams, member of the Rainbow City Lions Club, past president of Rainbow City Rotary Club.
Lloyd Matthews Place 3, Street Dept.-Chairman Serves on Sanitation & Library, Police & Fire Dept. Committee
Lloyd was born and raised in Etowah County. He has been a resident of Rainbow City since 1956. He was educated in the Gadsden City School system and is a Gadsden High School graduate.
He is retired from Goodyear Tire and Rubber Company with 35 ½ years service, where the last twelve years he was elected four times as Director of Pensions and Insurance out of Local 12, U. S. W. S. A. Lloyd was responsible for approximately 10,000 people, which included employees, their dependents, retirees, spouses, and surviving spouses.
Lloyd has worked with several youth organizations in Rainbow City where he was one of the founders of the Golden Hawk football association. He has coached Little League Baseball (Chiefs); several girls’ softball teams and was an Assistant Coach at Gadsden State for the ladies softball team. He was on the first Board of Directors for the Rainbow City Library. Lloyd enjoys the outdoors where he is an avid deer and turkey hunter.
He and his wife, Diane, reside in Sweetwater Plantation where they enjoy their beloved animals, Ms. Lucy and "Punkin", two very "fat cats". Lloyd’s goal is to be a positive influence in the community and strive to make Rainbow City a better place to live.

Mr. Stone is beginning his sixth term as a Rainbow City council member. He has served as a member of the Board of Adjustment, Library, Streets, Planning Commission, and member and Chairman of the Rainbow City Utilities Board. He is married to the former Ann Cunningham, a retired Southside High School teacher. They have 2 sons, Bill (Lisa) and John and one grandson. He is a member, deacon, and personnel committee member at White Springs Baptist Church. He is a retired Registrar at Gadsden State Community College, former pipefitter at Goodyear, and a U.S. Army veteran. He is a member of the Gideons, Masonic Lodge, York and Scottish Rite, Zamora Shrine Temple, and Vice-President of Old Harmony Cemetery Association.

Mr. Cornutt is serving his first term on the Rainbow City Council. He is married to Kristi Warren Cornutt for over 20 years and they have 3 children, Jared, Alec, and Taylor. His parents are Ferrell and the late Doris Cornutt. He is a graduate of Emma Sansom High School and received a B.S. degree in Business Management and Marketing from Jacksonville State University. His family is active members of Twelfth Street Baptist Church. They are owners of Bar B Q Bob’s. He has served on the Coosa Little League Board of Directors for 6 years and has also served as its President.
