The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Kenneth Payne. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of July 28, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Bobby McCartney made a motion to approve the minutes as presented. Rick Hill seconded the motion. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said the Clerk opened the bids for the police vehicles. Only one (1) bid was received. Huey Woodard bid $300.00 for the 2004 Ford Crown Vic, serial #9708, and $400.00 each for the 2007 Chevrolet Impala, serial #6492 and the 2006 Chevrolet #4366. Rick Hill made a motion to accept these bids. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated no bids were received for the surplused items in Administration and the Court, so the items can be destroyed. Rick Hill made a motion to destroy the items. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun said bids were received for some of the items surplused at the City Shop. They were as follows: Huey Woodard bid $l00.00 for Old Police lights and various parts: and $205.00 for one (1) 276 bush hog, (12-05999): Rickey Collins bid $306.54 for the 276 Bush Hog. Rickey also bid $53.00 for the 190C Cut Tach & Bracket (Asphalt cutter). Anita Bedwell made a motion to award the bid to the high bidder, for the items bid and destroy the other items.   Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented the following monthly departmental reports: Community Center, Building, Library, Police and Fire Department. He asked if anyone has questions or comments. Tim Ramsey said he would like to commend the library staff on the good job they did with the summer reading program. Mayor Calhoun then asked that the minutes show the reports were presented.
  6. Mayor Calhoun presented Resolution No. 14-07, consent for Comcast and Charter Communications, Inc., to transfer control of the franchise to Midwest Cable. Tim Ramsey made a motion to adopt the resolution. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun stated Chief Potter said the lease for the Heli Pad needs to be extended for two (2) years. Anita Bedwell made a motion to give the Chief the authority to extend the lease.   Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun introduced Sarah Oden, who requested sponsorship of the 4H Chick Chain Project in the amount of $50.00. Discussion followed. Anita Bedwell made a motion to sponsor the project. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun stated the City receives requests from citizens wanting to waive their garbage fee. Discussion followed. Rick Hill made a motion that all residents that own a house has to pay the residential garbage cost. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun stated that the Recreation Department would like to purchase a used 2005 Exmark Lazer ZHP, 50” Cut, mower, Model LHP 20KC505, for $5,000.00 that has 165 hours of use.   Discussion followed. Bobby McCartney made a motion to purchase the mower. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Mayor Calhoun presented a request from the Recreation Department to surplus the following: 2005 Gravely Pro Master 152Z, Model #991017, 23 hp Kawasaki engine, 50” cut, and a 1992 Ryan GA 30 Aerator, Model #544885, Serial #94504839, 18 hp Kohler, and take bids, and open bids at the next council meeting at 5:30 pm, and the funds received will be put back in the Recreation Department. Bobby McCartney made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Mayor Calhoun stated that funds allocated to Kenneth Payne for the Beautification Board in the amount of $1,000.00 was not enough to cover the funds needed for clean-up day. Kenneth turned in receipts for $242.04. Anita Bedwell made a motion to pay Kenneth the $242.04 he paid extra for clean-up day. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  13. Mayor Calhoun discussed speed bumps located on Montrose Avenue and Williams Avenue. Heath Williamson, City Engineer said the above speed bumps were coming apart. Discussion followed. Tim Ramsey made a motion to take these speed bumps up. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  14. Anita Bedwell discussed garbage at John Jones and Rainbow Middle School. She then made a motion that the City will pay the cost of picking up the garbage at John Jones and Rainbow Middle School until the next contract comes up. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  15. Tim Ramsey announced that the Dragon Boat Race will be Saturday, August 16, 2014, and thanked the employees who are helping with this great cause.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
