The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m. Mayor Calhoun said that before roll call, he wanted to announce that Jim Turnbach was not at the meeting tonight, due to his partner, Howard Warren passing away. The memorial will be tomorrow at 11:00 a.m. at Episcopal Church in Gadsden. Howard handled worker’s compensation claims for the City. He and Jim have worked together for 39 years. Upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Larry Keenum, and Rick Hill. Tim Ramsey, absent.   The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of August 11, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented.  Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said the clerk opened bids at 5:30 p.m. for the 1002 Ryan Aerator, model #544885, and one (1) bid was received from Mason Cothran for $1500.00. No other bid was received. Discussion followed. Rick Hill made a motion to decline the bid and put on govdeals.com. Anita Bedwell seconded the motion.  Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, Yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said the clerk opened bids at 5:30 p.m., for the 2005 Gravely Pro Master mower, serial #991017. Two bids were received: Huey Woodard bid $650.00 and Michael Stevens bid $511.77. Rick Hill made a motion to award the bid to the high bidder. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented Patrick Huddleston, of the Gadsden Etowah EMA. He discussed September being National Preparedness Month. Mayor Calhoun then presented him with Proclamation No. 14-01, declaring September as “National Preparedness Month.”
  5. Mayor Calhoun stated the VFW Post 7016 Ladies Auxiliary is urging the citizens of Rainbow City to observe Friday, September 19, 2014, as POW/MIA Recognition Day. They want all citizens to place black and white ribbons, balloons, wreaths, etc., on their doors, windows, and dress in black and white on this day, as a show of honor and remembrance of America’s Prisoners of War and Missing in Action.
  6. Mayor Calhoun presented a budget revision in the library—increase account no. 01-460-135, $1,705.66 to reflect bonus state aid allocation for FY 2014 to purchase books. Larry Keenum made a motion to change the budget. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a budget revision request from the Police Department. The Chief would like to transfer $5,000.00 from Account #01-430-105 (Salaries-Overtime) to Account 01-430-400 (Capital Outlay). Rick Hill made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun presented a request from the Police Department to surplus and take bids on a Glock 21, serial number LSF610. Anita Bedwell made a motion to surplus the gun. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented the attached list of items in the Police Department to be surplused and bid.   All items will be bid together.   Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun presented a request from Joy Ballenger, with the Red Cross, for funding to assist in various projects they work with. Discussion followed. Anita Bedwell made a motion to give them $250.00. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  11. Larry Keenum made a motion to purchase a 2007 Chevrolet 1500 Pick-up truck, serial number 9999 from the Utility Board for a cost of $6,000.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  12. Anita Bedwell thanked everyone for coming to the Council meeting.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
