The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry Jon Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Anita Bedwell. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of November 24, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated no decision has been made on the specs for the Dispatch Cad System.
  3. Mayor Calhoun stated this is a public hearing for Ordinance No. 511, rezoning the old Pas’ghettis building from Highway Commercial to Highway Commercial RL, which will allow the selling of alcohol at the new restaurant.  This was recommended by the Planning Commission. Discussion followed. Anita Bedwell made a motion to introduce the ordinance. Tim Ramsey made a motion to suspend the rules for immediate consideration. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes, Larry Keenum, yes; Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried. Rick Hill made a motion to adopt Ordinance No. 511. Tim Ramsey seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented Ordinance No. 512, Installing Fences and Fence materials in the City. Discussion followed. Died for lack of a motion.
  5. Mayor Calhoun stated that interviews have been held for police officers and two (2) officers were recommended. They are Eric Scott Farris and Jacob Coty Duke. Both are certified, and the starting salary is $12.75 per hour and they will start work on January 2, 2014.  Bobby McCartney made a motion to hire both officers. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun presented Resolution No. 14-11, Advance Warning Flashers at the intersection of Al-25/US-411 and Pleasant Valley Road, in Rainbow City.   This resolution will give the Mayor the authority to sign this agreement with the State of Alabama, for the installation, operation, and maintenance of the warning flasher.   Rick Hill made a motion to adopt this resolution. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a Supplemental Agreement to Steele Station Road, Project ACOA8479-ATRP(007), to widen CR-162 (Steele Station Road) from SR-77 to CR-203 (Sutton Bridge Road) in the City. ALDOT requirements changed from the time of the initial design to now, and the plans are being updated accordingly. This will update plans for ditch slope changes for 1.20 miles. The total cost the MPO will pay is $18,262.00. The City’s share is 20% of this amount. Anita Bedwell made a motion for the Mayor to sign the agreement. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun presented a request from the Greater Etowah 310 Board for funding in the amount of $1200.00, which allows the Smeltzer Center to continue providing the services for area intellectually disabled individuals that are unable to provide and care for themselves. Discussion followed. Tim Ramsey made a motion to approve this request. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  9. Mayor Calhoun presented a request from the Messenger for their annual Christmas Greetings Edition in the amount of $245.00. Discussion followed. Rick Hill made a motion to approve the request. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  10. Mayor Calhoun said the following have been contacted to serve on the IDA Board.

They are Joey Wright and Jerry Weaver for a six-year term, and Kyle Chambers, Tommy Bramblett, and Jodie Stanfield for a four-year term. He also said that two (2) members will be appointed at the next Council Meeting. Discussion followed. Anita Bedwell made a motion to this effect. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented a request from Family Savings Credit Union, Junior Achievement, for a $150.00 pledge to assist children in the community. Discussion followed. Rick Hill made a motion to approve this request. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented an ad request from the Gadsden Times, for “Shopping Locally.” Died for lack of a motion.
  3. Mayor Calhoun presented the following monthly departmental reports: Building, Community Center, Court, Library, Police and Fire. He asked if anyone has comments. There being none, he asked the minutes to show that the reports were presented.
  4. Mayor Calhoun stated the City is declaring this week as Water Quality Awareness Week, to comply with the City’s Storm water Permit.
  5. Mayor Calhoun presented a request from the Librarian to increase the library budget $460.00 for the Summer Reading Community Outreach, account #01-460-285. Larry Keenum made a motion to this effect. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Tim Ramsey made a motion to change the Fire Department Payroll Policy to allow Fire Fighters to use vacation time without having any effect on overtime pay previously earned, effective November 28, 2014. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
