The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present:

Mayor: Terry John Calhoun, Council members: Bobby McCartney, Tim Ramsey Larry Keenum. Absent: Anita Bedwell and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of November 25, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said Item 5 of the minutes of November 25, 2013, concerning a ditch on Westminster Drive, adjacent to the Westbrook football field, was tabled at the last meeting, and he asked what the council would like to do with this item. Discussion followed. Larry Keenum made a motion to keep it tabled until a suitable solution can be found for the area. Mayor Calhoun asked for a roll call vote as follows: Mayor Calhoun, yes; Bobby McCartney, yes; Tim Ramsey, yes; and Larry Keenum, yes.
  3. Mayor Calhoun said the old RCA T. V. has no bidders, so the City will dispose of it.
  4. Mayor Calhoun stated the Utility Board wants to hire a Utility Board/Surveyor, and wants the City to pay 25% of his salary, and his gas for his vehicle. The City’s cost would be around $13,000.00 per year. Larry Keenum made a motion to approve this. Bobby McCartney seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Mayor Calhoun, yes; Bobby McCartney, yes; Tim Ramsey, yes, and Larry Keenum, yes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun declared the week of December 9, 2013, as “Water Quality Awareness Week,”

to comply with the City’s ADEM Storm Water Permit. Then the City/Utility Engineer, Heath Williamson, spoke concerning the Storm Water Permit Agreement. All of the Cities group together to meet the requirements of ADEM. They also require municipal training to meet their requirements and the Cities pay based on their population. Rainbow City’s portion to pay is $9,531.50. Bobby McCartney made a motion to pay this to comply with ADEM. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun asked that the records show that Mary C. White is retiring from the library, effective January 16, 2014, and Cheryl Tommie is also retiring from the library, effective February 6, 2014. Mayor Calhoun asked that the Librarian, Tina Brooks, post and fill these two (2) positions. Larry Keenum made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented the following departmental reports: Library, Building Department, Police Department, Community Center, and Fire Department. He asked for comments. There were none. He asked that the records show the reports were presented.
  3. Mayor Calhoun said the Building Official, Wiley McLain, told him that Corporate Drive was approved by Planning Commission, April 2009, and that the City has not accepted the street. Discussion followed. Bobby McCartney made a motion to accept the street. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun stated he has been working with the Payroll Clerk, Joyce Ponder, and would like to give all employees a one-time raise of $l00.00 for Christmas. Bobby McCartney made a motion to give all city employees the one-time raise. Larry Keenum seconded the motion.   Tim Ramsey said he would like to make a motion to table the raise for further discussion. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote to table the raise.   The votes are as follows: Mayor Calhoun, no; Bobby McCartney, no, Larry Keenum, yes; Tim Ramsey, yes.  Tie vote, motion failed. Mayor Calhoun then asked for a roll call vote to give the raise. Mayor Calhoun, yes; Bobby McCartney, yes; Tim Ramsey, no; Larry Keenum, no. Tie vote, motion failed.
  5. Mayor Calhoun stated that the City should be receiving some word from Aderholt’s Office on the $l, 000,000.00 grant from FEMA in the next couple of weeks.
  6. Tim Ramsey said he would like to remove the opposition to the employees’ raise, and come back and review it in about a month. He then made a motion to give the $l00.00 raise. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun presented a proposal from the Recreation Department Director, Eddie Cline for the Vivian Maddox Parking lot lighting. Discussion followed. Tim Ramsey made a motion to table until the next council meeting for further discussion. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Larry Keenum and Bobby McCartney wished everyone a happy and safe Christmas.
  9. Mayor Calhoun announced that there will not be a Council meeting December 23, 2013.
  10. Mayor Calhoun announced that bids will be sent out for the purchase of a new police vehicle, and close on Monday, November 23, 2013, at 10:00 a.m.

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
