The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, Tim Ramsey and Rick Hill. Absent: Larry Keenum and Bobby McCartney. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Heath Williamson. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of January 27, 2014, and special called meeting, February 5, 2014 for review, and asked if there were any corrections, additions or deletions. There being none, Rick Hill made a motion to approve the minutes as presented. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun said the Clerk opened the bids for caulking the windows, doors, and expansion joints at City Hall. Four (4) bids were received: Landcrafters, Inc.–$19,537.00; Hugh Cox–$5,883.00; Perman Engineering–$53,259.48; and Doyle Restoration, Inc.–$18,850.00. Rick Hill made a motion to table the bids for further study. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun stated this is a public hearing concerning Ordinance No. 499, amending Zoning Ordinance No. 360. An applicant has to be at the Planning Commission Meeting to answer questions from board members. He asked if there was anyone present who would like to speak for or against the ordinance. There were no comments. Mayor Calhoun said it would be on the next council agenda for adoption.
  4. Mayor Calhoun stated this is a public hearing concerning Ordinance No. 500, the rezoning of Suite 1A, of 110 Sutton Square from Commercial to Commercial-Liquor.

He then asked if anyone was present who would like to speak for or against the ordinance. Jamil Akhtar said he would like to hold birthday parties, wedding parties, and community meetings, and be able to serve alcohol. Discussion followed. Anita Bedwell made a motion to table until the next council meeting. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun stated this is a public hearing concerning Ordinance No. 501, a grease control ordinance, pertaining to restaurants putting grease in city sewer. He then asked if there was anyone who would like to speak for or against the ordinance. Discussion followed. Mayor Calhoun said it would be on the next council agenda for adoption.
  2. Mayor Calhoun said Phillip Herring resigned effective February 28, 2014. Anita Bedwell made a motion to accept his resignation. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented the monthly departmental reports and asked if anyone has comments. There were none. Mayor Calhoun then asked the records to show the reports were presented.
  4. Mayor Calhoun announced that the 5-K run at the Maddox Complex will be February 22, 2014, and he recommended giving $2500.00 for lights to the Soccer Association. Tim Ramsey made a motion to give the money. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun thanked all employees for working so hard during the last snow storm.

He said he received a lot of compliments, and not one complaint. He then read a letter from Gene and Charlotte Phifer thanking the Street Department for picking up their tree limbs and shrub trimmings this year in such a timely manner.   He also read a letter from Chief Carroll commending Sgt. George Morris and Officer Camp Yancey, Officer Anthony Devine, and Officer Joseph Hutchins for solving two burglaries and recovering the merchandise recently.

  1. Mayor Calhoun presented a recommendation from Chief Carroll to surplus a 2008 Chevrolet Impala, Vehicle number 8683, strip the vehicle of police equipment and put on govdeals.com. Rick Hill made a motion to this effect. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun made a recommendation to purchase a Sand Spreader for $10,495.00, from Warren Truck & Trailer, Inc. Anita Bedwell made a motion to purchase the spreader. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Greg Payne, Street Department Supervisor, thanked all the employees for helping his department during the recent snow storm.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
