The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Tim Ramsey, Larry Keenum, and Rick Hill. The same constituting a quorum of the City Council, the following business was transacted. Invocation was given by Kenneth Payne. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of February 10, 2014 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun stated bids were open for caulking of windows and doors in City Hall at the last pre-council meeting, and the lowest bidder was Hugh Cox with a bid of $5,883.00. He then asked for a motion to award the bid. Rick Hill made a motion to award the bid. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said the clerk opened the bids at pre-council for the metal building (roof only) in the Recreation Department to house the netting for the batting cage.

Three (3) bids were received. They are as follows: Trent Thrasher Construction: $27,160.00; Fred Dempsey Construction: $22,488.00; Rainbow Pipe and Metal $18,799.00, with a deduction of $1100.00 for sales tax, equaling a bid of $l7, 699.00.

Bobby McCartney made a motion to award the bid to Rainbow Pipe and Metal. Larry Keenum seconded the motion.  Mayor Calhoun asked for a roll call vote: Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun stated all in favor say aye. All ayes, except Anita Bedwell, who abstained.

  1. Mayor Calhoun presented Ordinance No. 499. Anita Bedwell made a motion to introduce the ordinance. Larry Keenum made a motion to suspend the rules for immediate consideration.   Bobby McCartney seconded the motion.   Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes, Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, yes, and Mayor Calhoun, yes. Mayor Calhoun declared the motion carried.   Larry Keenum made a motion to adopt Ordinance No. 499. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun presented Ordinance No. 500, to rezone Suite 1A, of ll0 Sutton Square from Commercial to Commercial-Liquor. Discussion followed. Tim Ramsey made a motion to table for further study. Anita Bedwell seconded the motion. Mayor Calhoun asked for a roll call vote as follows: Anita Bedwell, yes; Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes, and Rick Hill, yes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun presented Ordinance No. 501, the Grease Control Ordinance. Discussion followed. Anita Bedwell made a motion to table for fee change under the Exemption from Grease Control Permit Requirement. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun said interviews were held recently for the hiring of two (2) police officers.   Mayor Calhoun said the Chief recommended hiring Heather Davis and Gary Morgan. Heather’s starting pay will be $12.25 per hour for a certified police officer, and Gary’s starting pay will be $11.25 per hour, until he is certified. Rick Hill made a motion to hire both officers. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun presented the attached list of items in the Library for surplus. Anita Bedwell made a motion to post and open bids at the next council meeting. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  6. Mayor Calhoun said an Attorney’s General’s opinion is needed to determine if the City can pay tuition for a city employee, and he needs a motion to have the City Attorney get an opinion. Tim Ramsey made a motion for the City Attorney to get an opinion. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Mayor Calhoun stated the Etowah County Sports Hall of Fame has an ad request in the amount of $200.00 for a full page. Bobby McCartney made a motion to approve the ad. Rick Hill seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun read a letter from Paul and Pamela Hale concerning their embarrassment of trash on Rainbow City roads. Discussion followed.

 

There being no further business to come before the Council at this time, Rick Hill made a motion to adjourn.
